Discussions:
The following is a brief summary of discussions:
1. Effluent Recharge Sites:
• Reilly Property — David Young reviewed the previous mounding analysis that
CDM had conducted on the Reilly property. Lee Azinheira noted Reilly have
asked about a conservation restriction being placed on portions of the site.
Concerns expressed in doing so in case District ever had to re -sell the property,
All agreed that Bill Ross should lead the negotiation effort to finalize the
acquisition of this site.
2. Treatment Plant Expansion Options:
• Fran Yanuskiewicz noted he may have a few comments on the memo that was
distributed at the last meeting and will get them direct to David Young. More
clarifications than issues.
3. Community Updates
• Norton — Still reviewing recent WPCF Expansion costs so they can present info to
Wheaton and try to finalize that agreement. Wheaton has a NPDES permit for
120,000 gpd and wants to increase to 180,000 gpd.
• Foxborough — Nothing new with Patriots discussions.
• Mansfield — Town meeting article to purchase Reilly property using SRF loan has
been submitted.
4. Discussion of Draft of Regional District Agreement
• Diane McElligott discussed the proposed Norton PILOT. They believe 1200,000
annual payment to start feels right' and have considered several methods to
justify it. Justification issues included District buying $2.2 Million of land in
Norton (no longer on tax rolls); District building a $30 Million facility in town;
and District recharging effluent in Norton. They have dropped idea of a "host fee"
in lieu of the PILOT. But they want the PILOT paid in the form of a "credit' to
their payment versus a payment made to Norton general fund. Norton W &S
Commissioners believe Norton Town Administrator Jim Purcell and the BOS
support that concept. Other town representatives indicated they had concerns over
issuing a credit for the payment. Needs more evaluation. Also need more
evaluation of the PILOT amount and whether it would be indexed in the future.
• All agreed that a five year transition period made sense as long as an evaluation
study was conducted before the completion of that timeframe. This language will
be added.
