Discussions:
The following is a brief summary of discussions:
1. Effluent Recharge Sites:
• Reilly Property —Mansfield and Norton will both have town meeting articles for
the acquisition of this property. Meeting scheduled in March with Reilly's and
their attorney to finalize details.
2. Community Updates
• Norton — Norton W &S Commission attorney Joe Cove has been speaking with
Wheaton College attorney to try and move discussions along. New Norton town
administrator Mike Yunits starts March 10 "i.
• Foxborough — Continue to hold discussions with Patriot's representatives.
• Mansfield — Easton is looking for 120,000 to 160,000 gpd of wastewater capacity
and looking to confirm costs.
3. Discussion of Draft of Regional District Agreement
• Norton and Foxborough both indicated they have approval to sign the District
Agreement and do not need any further town meeting approval. Mansfield will
bring agreement back to town meeting to affirm the agreement.
• All agreed the District Agreement becomes effective when signed by that party
and that a five year transition period to utilize existing Mansfield WPCF staff
made sense.
• Kevin Paicos indicated he believes several sections of agreement need legal
review as he does not believe current wording is correct. He was asked to identify
areas he believes need the legal review.
4. Schedule to Complete Agreement
• All agreed a Powerpoint presentation that can be utilized by each town to help sell
the benefits of the District needs to be prepared.
5. Other
• Next meeting scheduled for March 24, 2011 at 6:00 pm.
