Discussions:
The following is a brief summary of discussions:
1. Effluent Recharge Sites:
• Reilly Property — Mansfield and Reilly attorneys exchanged draft of terms and
conditions of land sale this past week. Norton representatives indicated that
Norton BOS and W &S Commissioners do not want anything done on land
purchase until Reilly's put in writing they are willing to sell the property for the
appraised price.
2. Community Updates
• Norton — Norton Annual Town Meeting scheduled for May 9°'. They intend to
withdraw their article regarding Reilly property until an agreement is reached.
Fran Yanuskiewicz attended a meeting with representatives from Wheaton,
MassDEP and EPA to discuss transfer of the Wheaton NPDES permit over to the
Mansfield WPCF. All parties verbally supported the transfer.
• Foxborough — Annual Town Meeting also May 91h.
• Mansfield — Annual Town Meeting will be May 3`dIee Azinheira is also meeting
with Chris Woodcock, town rate consultant, to discuss cost for Easton to connect
via Mansfield.
3. Discussion of Draft of Regional District Agreement
• Draft dated 3 -23 -11 distributed to all and incorporates comments received to date.
• Leo Potter expressed concern that transition period should be shortened to three
years and that five years is too long. Mansfield representatives will discuss.
Diane McElligott indicated that Norton representatives wanted the PILOT to be a
"net" $200,000 annually to Norton. Currently written as a $200,000 annual
payment with Norton paying their share of that payment. Currently each
community would pay the PILOT based on their percent share of expansion.
Norton never provided written proposal on this request. Mansfield and
Foxborough representatives expressed concern over nearing the "net' cost
proposal now. Norton also wants the PILOT to increase over time using some
formula.
4. Schedule to Complete Agreement
• Need to resolve key issues before finalizing the Agreement.

• Next meeting scheduled for April 7, 2011 at 6:00 pm.
