Discussions:
The following is a brief summary of discussions:
1. Effluent Recharge Sites
• CDM has been authorized to conduct a site assessment of the Reilly Property.
• Mansfield's attorney Lou Ross sent an email recently to Reilly's attorney asking
for a status update since have not heard from them in few weeks.
• Lou Ross and Norton attorney Joe Cove coordinating title search process. Bill
Ross will follow -up with them both to make sure no duplication of efforts are
occurring.
2. Community Updates
• Norton —Norton's contact at Wheaton College, Rick Wallick recently passed
away. This could set back discussions between the two parties.
• Foxborough — Nothing new with Patriots discussions.
• Mansfield — Town has hired Chris Woodcock to update their wastewater rate
model and help determine what cost would be should Easton pursue a connection
into the Mansfield system.
• Easton — Rosemay Bacquier from Woodard & Curran attended on behalf of
Easton who is entering Phase 3 of 4 of their Comprehensive Wastewater
Management Plan (CWMP). They hope to be complete with the CWMP by end of
2011. Current plan calls for requesting 125,000 to 169,000 gpd of wastewater
flow from Mansfield to address the Five Corners area of Easton.
3. Discussion on Preliminary Draft of Regional District Agreement (3- 23 -11)
• Main topic of discussion was proposed Norton PILOT.
• Bill Ross suggested that any PILOT become effective only once the
expanded facilities have been built and placed online so that new
customers would then be available to help pay for this increase cost to
each community. May want to consider phasing in the payment as well.
• Diane McElligott indicated that a phased payment would be problematic
to Norton as they need the money to help pay for the program since they
have so few users. Not being effective until the facilities are operational is
not a problem.
• Bill Euerle indicated that Foxborough has the same problem of a small
user base and so this added payment without new users is an issue to them.
They need to build significant infrastructure in town to also gain new
users.
Diane McElligott asked whether it made sense to build the treatment
facility expansion in phases of say 0.5 mgd at a time. That would allow for
pay as you go and as new customers corne online.
David Young described how the plant expansion would be done and that
phasing the 1.5 mgd expansion would much of the cost savings of doing
the program regionally and that incremental expansion of process
components does not easily lend itself to that approach at this size. Also
the recent cost report issued was for a one time expansion.
4. Schedule to Complete Agreement
• Must resolve Norton PILOT first.
David Young asked that any additional comments on the Draft Agreement dated
3 -23 -11 handed out at last meeting be forwarded to him as soon as possible.
