Discussion on Preliminary Draft of Regional District Agreement (3- 23 -11) • Main topic of discussion was proposed Norton PILOT. • Bob Kimball speaking on behalf of the Norton Selectmen who were all in attendance indicated they supported the Norton Water & Sewer Commissioners in their effort to obtain a PILOT.He believes it is warranted to offset impacts to the surrounding properties near the acquired sites. • Diane McElligott re- iterated that Norton has always been asking for a $200K net payment to them and they are willing to discuss options for phasing it in or when it initially starts. But they must have that payment to help offset initially the cost to rate payers in town. • Kevin Paicos indicated he would like to see a different index used to increase the PILOT payment whatever the value ends up being. He will report back on what he believes is an appropriate index. o Kevin Paicos also indicated he has heard two different reasons for the PILOT as proposed. One is for the value of the investment on the property (expansion) and lost taxes as put forth in 1 -10 -11 memo. Second is due to impacts to surrounding values. Thus he is struggling with what the value should really be based upon. He is not opposed to the concept. o Diane McElligott reviewed the 1 -10 -11 memo basis which calculates the potential taxes off the $30 Million plus expansion and then they ask for have the value. o Fran Yanuskiewicz re- iterated that Norton had been discussing both a Host Fee and the PILOT but has dropped the Host Fee and is only asking for what he considers to be a reasonable fee. o David Young noted the $300K PILOT to yield a $200K net payment to Norton would be more than a 10% increase to the existing WPCF annual budget. Communities should look at the impacts to their rates. Future Meetings: June 9, 2011 at 6 pm. (Mansfield Town Hall)) Adjourn 7:00 pm Minutes Approved 11 -21 -11
