Discussions:
The following is a brief summary of discussions:
1. Effluent Recharge Sites
• CDM conducted a site assessment of the Reilly Property and delivered a copy of
the report to Mansfield Norton representatives. No surprises were identified. Site
appears to be clean.
• Reilly's attorney has not responded back to the comments provided to their earlier
responses. Bill Ross will follow -up.
• Norton representatives reiterated they need to see a signed agreement to purchase
the Reilly properly by mid August in order for them to sponsor a town meeting
article this fall.
2. Community Updates
• Mansfield —No additional information from Easton even though five corners
intersection is currently being reconstructed.
• Foxborough —Nothing new with Patriots discussions.
Norton — Norton is planning a special town meeting for first week in October.
Nothing new with Wheaton.
3. Discussion on Preliminary Draft of Regional District Agreement (3- 23 -I1)
• Main topic of discussion was proposed Notion PILOT. Below is a summary of
the discussion items brought forth:
• Jay Barrows noted that all sides are very close to an agreement and we
need to resolve this one issue. Appears to be conceptual support for
PILOT but at a reasonable price.
• Bob Kimball suggested the IMA Committee meet with Mansfield FinCom
to discuss but most committee members believe the IMA Committee
should resolve the issue.
• Fran Yanuskiewicz noted few districts have been formed of late and so
there is little precedent for a PILOT of this nature. He and David Young
noted the South Essex Sewerage District pays a PILOT to Salem but that
facility is much larger and on water front harbor property. Does not relate.
• Kevin Paicos suggested several ways to go about trying to justify a PILOT
value such as negative detrimental value, lost development value or bricks
and mortar tax value. Right now not clear on basis that Norton is using.
• David Young noted that some are trying to paint the effluent recharge sites
as hazardous waste type sites once effluent is recharge on them and that is
not the case as the effluent being applied is of very high quality water.
New facility will produce higher quality effluent that current facility and
odor should not be an issue.
• Diane McElligott indicated Norton has crunched some numbers for
impacts to their rate payers and believes the impact to be minimal for them
and all community rate payers.
• Fran Yanuskiewicz reiterated he thought the $200,000 net payment to
Norton was clear in their January 10, 2011 memo and that there was
previous agreement. Believes other should counter with a proposal if that
is not the case.
• Norton representatives were asked to leave the room (7:15 pm) for a
separate discussion among Foxborough and Mansfield representatives and
then returned a few minutes later (7:30 pm).
• Bill Ross reviewed a land use analysis he had prepared for the area around
the proposed effluent recharge sites. Analysis considers if land was
developed based on current zoning into house lots and what town would
receive in taxes ($91,000 estimate). Based on analysis he thinks $200,000
total is fair compromise as splits difference.
• Kevin Paicos reluctantly agreed such a compromise made sense.
• Norton representatives think bigger picture look at what the differential
really means is still warranted.
• Bill Ross discussed some potential options for paying a smaller PILOT in
initial years until facilities are built but concern over lack of new users to
help pay in those years was expressed by Foxborough representatives.
• No agreement was reached.
o Homework for each community for next meeting: evaluate impacts to rate
payers and discuss schedule for expansion going forward as that is next
item to finalize after PILOT is resolved.
4. Schedule to Complete Agreement
• Must resolve Norton PILOT first.
David Young indicated that past meeting minutes would be worked on and some
available at next meeting.
David Young will also prepare a draft schedule for expansion implementation at
the next meeting.
