The following is a brief summary of discussions:
1. Approve Previous Meeting Minutes
Minutes from 1-14-13: Approved unanimously with edit about Norton land
transfer.
2. Effluent Recharge Site
• No change in status from last meeting.
3. Community Updates
• Norton
• Nothing has occurred with Wheaton discussions since last District meeting.
Also Norton W&S Commissioners have not had time to review costs or
Agreement word edits since last meeting.
0 Foxborough
• Bill Euerle indicated Foxborough has postponed the Special Town Meeting
previously scheduled for March 4`h until the Annual Town Meeting in Spring.
Need more time to sell the program.
• Roger Hill and Bill Euerle indicated their financing model was unveiled last
week to the Foxborough BOS. Model relies on sewer user rate payers to pay
for the expansion. Discussions ongoing as some prefer a portion of cost be
recovered on the tax rate.
• Foxborough Sewer Commissioners have hired their own Counsel to help them
formulate town meeting articles and sewer district wording.
Roger Hill met with Lee Azinheira earlier in the week to present and discuss
additional comments on the District Agreement. These will be reviewed and
shared with all at the next meeting. They were characterized as "editorial' in
nature.
• Mansfield
• Lee Azinheira reiterated that Mansfield representatives are getting very
concerned about the ability to sell the district agreement to town meeting.
Need to finalize the Agreement soon.
• The FY14 Water Pollution Control Facility budget was recently submitted for
the upcoming Mansfield Spring Town Meeting article. Lee will distribute to
each community. The FYI 5 budget would theoretically be handled by the
District and not go to a town meeting.
• Mansfield Spring 2013 town meeting will have the article for $400,000 to do
the preliminary design and address MassDEP comments on the Reilly
property. This is the same article from last Fall town meeting that did not
reach a quorum. There was discussion about when to pursue WPCF expansion
design money (FYI 4 or FYI 5) but no decision made.
4. Updated Cost Schedule
Norton representatives indicated they needed more time to study the cost. Fran
Yanuskiewicz would like to meet with Lee Azinheira and Dave Young to
review them as well prior to next IMA meeting.
Dave Young indicated the costs for the upgrade and expansion alternatives are
still being worked on and hopes to have a draft for the next meeting.
5. Discussion on Draft of Regional District Agreement (9-17-12)
A. Comments on Working Draft
See Foxborough W&S comments noted above.
No other discussion.
6. Schedule to Finalize Agreement for Signatures
• No action
7. Other
• There was a brief discussion about each community having to address in their
CWMP the five criteria in the MassDEP regulations for zero interest SRF loans.
The key item is the land use regulations for the flow neutral requirement. Each
community will review and further discussions to occur.
8. Next Meeting
• Next meeting Tuesday, February 19th at 6:00 pm.
Adjourn 7:05 pm
Minutes Approved 2-19-13
