Discussions:
The following is a brief summary of discussions:
1. Approve Previous Meeting Minutes
Minutes from 4-8-13: Approved 6-0
2. Effluent Recharge Site
• Recent Mansfield Town Meeting approved an Article for $400K to begin
preliminary design and permitting of the effluent recharge basins on the former
Reilly Property site. Aerial photography of site was recently acquired and CDM
Smith is preparing a contract to begin the work.
3. Community Updates
• Norton
• Diane McElligott indicated that Norton withdrew its' Town Meeting Article
related to approving the District Agreement since Mansfield was not ready. r -I

• Richard Pacella indicated there is nothing new to report.
• Mansfield
• Lee Azinheira indicated they are still trying to arrange a meeting with Easton
representatives to determine Easton's flow request. Appears Easton would like
75,000 gpd in Phase I and 90,000 gpd in Phase II for a total of 165,000 gpd.
4. Updated Costs (3-4-13 and 4-8-13)
• Nothing new to report.
5. Finalize Comments on Draft of Regional District Agreement (9-17-12 and 5-
17-13)
A. Comments on Working Draft
• David Young issued a revised Draft Agreement on 5-17-13 that incorporated
comments from the Foxborough legal counsel based on a meeting held on
May 1, 2013.
• Foxborough legal counsel indicated they would provide language for dispute
resolution to be added.
• Also need language for transfer of town assets to the District.
• Reviewers should send any remaining comments to David Young prior to next
meeting.
• Once the Final Draft is agreed to by IMA representatives then attorneys for
each community will be asked to complete one final review as a double check.
6. Schedule to Finalize Agreement for Signatures
• Mansfield will target to hold a Special Town Meeting in Fall 2013 (back-up of
Spring 2014) to host three articles: 1. Conveyance of land it owns over to the
District; 2. Conveyance of outstanding Bonds to the District; and 3. Approval
of the District Agreement

• Next meeting Monday, June 3rd at 6:00 pm. (postponed till June 24th)
