Discussions:
The following is a brief summary of discussions:
1. Approve Previous Meeting Minutes

2. Effluent Recharge Site

Approved Unanimously (5-0)
• Aerial photography flight of site was recently completed and Mansfield staff is
reviewing the CDM Smith contract for permitting and preliminary design. DEP
has been sent the contract for review and approval. Copies of contract will be sent
to other towns once signed.
3. Community Updates
• Norton
• Rep. Barrows indicated he heard Wheaton College recently voted to approve
connecting into the town sewer system. Norton representatives were unaware
of such action but indicated discussions for an agreement between them and
Wheaton College continue in a positive manner.
0 Foxborough
• Roger Hill indicated there is nothing new to report.
• Mansfield
Lee Azinheira indicated they met with Easton representatives and that Easton
indicated they would like 75,000 gpd in Phase I and 90,000 gpd in Phase II for
a total of 165,000 gpd. Mansfield indicated to them that amount of flow may
be available under the current expansion due to decreases in flow requests
from Foxborough and Norton. Norton is reviewing financial impacts of
acquiring all flow at once.
• Lee Azinheira presented an initial draft of a figure depicting the land and
facilities to become part of the MFN District. Additional detail is being added
and will be presented at the next meeting.
4. Updated Costs
• Nothing new to report. Once flows are finalized the costs will be updated but
last update on 4-8-13 is reasonably close.
5. Finalize Comments on Draft of Regional District Agreement (5-17-13)
A. Comments on Working Draft
• Foxborough legal counsel recently provided language for dispute resolution
and it will be added.
• Foxborough legal counsel will draft language to incorporate for transfer of
town assets to the District.
• Norton representatives indicated they would like to see examples for each of
the following added:
o I/I flow adjustment calculation
o APN payment calculation
o Flow capacity exceedance calculation
• Norton representatives also requested language be added to make sure District
would pay for any impacts to their online drinking well (No. 1) from effluent
recharge at the Reilly property site. Bernie Marshall offered to provide actual
well reference number.
• Flows as of right now will be:
o Mansfield 665,000 gpd (includes Easton at 165,000 gpd)
o Foxborough 175,000 gpd
o Norton 160,000 gpd
o Total 1,000,000 gpd
• Norton and Foxborough may make minor adjustment to split the difference
• All members present agree that changes noted in the 5-17-13 Draft Agreement
will be accepted and incorporated into future versions.
• Reviewers should send any remaining comments to David Young prior to next
meeting.
• Once the Final Draft is agreed to by IMA representatives then attorneys for
each community will be asked to complete one final review as a double check.
6. Schedule to Finalize Agreement for Signatures
• Goal is to have Final Agreement this fall.
7. Other
Mansfield recently received a courtesy draft of their NPDES permit for the
treatment facility which means the draft will be coming out for comment in a
few weeks. It is assumed that Wheaton College NPDES permit transfer is no
longer on the table for discussion.
8. Next Meeting
• Next meeting to be scheduled in mid July depending on member schedules
