MINUTES
Richard Pacella indicated a recent special town meeting approved a sewer
district map for the town. This will allow them to create rules and regulations
specific to that area. They are also updating their sewer rate model. He
indicated discussions are ongoing with a potential developer for Foxfield
Plaza.
• Mansfield
• Lee Azinheira they recently met with representatives from Easton to review
where best for them to connect into the Mansfield sewer system. Easton is
moving forward with their program and intends to purchase capacity via
Mansfield in the treatment plant.
• Lee will distribute to each community a copy of the Draft FYI wastewater
budget for review and planning.
• Lee recently met with the Mansfield Capital Improvement Committee to
review the wastewater program and they fully support moving forward with
the design of the treatment plant expansion and upgrades.
• Mansfield representatives met with MEPA representatives on 9-13-13 to
review the status of the project and discuss what needs to be done going
forward since the Mansfield MEPA Certificate dates back to 2004. Result is
Mansfield just needs to describe all the work that has been done in the interim
and then address in an EIR the remaining comments raised in 2004.
4. Discuss updated Draft Regional District Agreement (9-6-13)
A. Comments on Working Draft
• David Young reviewed the most recent Draft Agreement dated 11-26-13
which also includes the Exhibits.
• Bill Ross indicated a meeting between the finance people from each of the
three towns had been arranged so they can determine how to fund the District
on day one. Mansfield may need to interim finance the process.
• Bill Ross also indicated that the three town managers recently met to discuss
the District and all agreed the Agreement should be finalized quickly to move
the District implementation forward.
• Norton representatives indicated they still had some comments:
o Section 18.9 — Concerned with the use of the word "Current' when
referring to drinking water standards as they will likely change over
time. All agreed to revise to "impact federal and state drinking water
standards" as this will reflect those in place at a given time.
Section 19.1 — Concerned that wording does not include payment of
existing taxes in future on WWTP, Kok and Reilly land. Wording had
been revised to specifically include that these taxes would be paid and
the phrase "allowable statutory assessments currently paid on existing
District facilities land" covered that item.
Section 19.2 — Concerned that new wording moved payment of the
first APN back to FY 16 and that they want it paid in FY 15. Bill Ross w
MINUTES
indicated that would be problematic as the FYI budget was being
reviewed in Mansfield now and would look like Mansfield was paying
Norton. David Young indicated that the FYI APN payment had been
shown in the budget/ payment spreadsheets for some time now.
Mansfield and Foxborough representatives were reluctant to revise but
no resolution at this meeting.
o Exhibit D — Verify math equation.
o Distribute I/I memo to all indicating estimated I/I in District
Interceptor.
