Next month's meeting will be held on October 20 due to Town Meeting being on the 4`h Tuesday of October Guideline Review The committee reviewed the draft HRPAC guidelines and agreed to the guidelines with the following comments: Flood Plain KT - There are properties in the flood plain in Mansfield. B — Premium is eligible through program Investor -Owners B - Only tenants' incomes are checked, not investor -owners Town Employees B — Not eligible for the program G — What about relatives of employees and of members of committees B — Referred to Town Counsel for a determination, shouldn't be a problem Rent Increases B — Landlords have to commit to keeping their rental units "affordable." There is a question of whether to use HUD Annual Adjustment Factors or Fair Market Rents as a means of quantifying the maximum rental increase. Rahul and I will draft some language for this area for HRPAC approval. Emergency Cases B — Housing Rehab specialist makes a determination if there is an emergency. We'll then attempt to have the Building Inspector confirm. All applicants have been notified that if they feel they have an emergency situation, they need to notify the CDO in writing and then we'll send the specialist out. JV — Grievances should not go to Building Inspector, should go to HRPAC instead. Types of Assistance B — Program will provide grants for lead work done on units that aren't required to address lead through Mass. state laws. Moderate income homeowners have to provide 25% of cost, those who can't pay 25% and can't get bank loan have right to appeal to committee to get a waiver. Page 14 — Fair Market or High Home Rents question, need to make changes. Relocation GF — We've already set up an agreement with the Red Roof Inn to provide temporary relocation. Administration COA would like to be involved with elders if necessary. Rahul will put language in about COA involvement Rahul will revise the draft guidelines to reflect today's HRPAC discussion. He will then send the revised draft to the HRPAC members for their final approval. Meeting ended at 3pm.
