HRPAC Meeting
June 18, 2003

Committee reviewed the minutes of the April 29, 2003 meeting and unanimously approved the
minutes as written, to be posted with Town Clerk.
Introductions
Rev introduced We Heh Risdon, who will be the new Program Coordinator for the Mansfield Program
Mee Heh has receatly been hired by Community Opportunities Group, Inc. Sho has worked for a
Regional non profit housing agency in California, and has recently received her Masters in Urban
Planningat MCF.
Program Update
Bev gave an update on the status of the program.
Discussion of New Language for Contract and Cuidelines
The Committee Approved the proposed language to be added to the guidelines for contractors,
and to the Instructions to Bidders. The approved language is as follows:
"Contractors with projects that are incomplete two weeks after the approved project completion
date will not be permitted to bid on new contracts until the projects that are behind schedule have
been completed. Contractors that have been precluded from bidding on one or more occasion
may be permanently removed from the bidder list."
The committee also expressed concern that a contractor with two incomplete projects has a third
project that has not started. It was the consensus of the group that the program not allow the
contractor to start the project, and award the contract to the next lowest bidder. Bev said she
would see if that would be allowed.
