Purpose: Regularly scheduled meeting to discuss various GIS topics.
1. Building construction documents linking to GIS
Xia Jin noted that the Fire department scanned hundreds of construction documents and other
plans in the past few months, and those scanned documents were linked with the public
safety GIS application. Lt. Don Tebeau gave a live demo on bringing up various documents
through the fire GIS application. Don said that they utilized the senior resident tax program
for the scanning process. Don explained that it provided information for a fast response to an
incident when those documents were accessible in the GIS application.
Don showed the attendees an all -in -one computer for use in the field and in the office. He
explained that this computer had windows 7 for its operating system and could run any
existing program on a desktop or a laptop. Fire chief, Neal Boldrighini, said that the Fire
department was looking into replacing aging laptops with all -in -one computers for low cost,
high compatibility to existing systems, and mobile capability.
2. Wetland data
Xia addressed to the wetland issue Shaun Burke brought up in the last GIS Steering
Committee meeting. Xia said that wetland plans could provide more accurate wetland data.
Elizabeth Leidhold explained that field verification was conducted before the wetland
delineation was approved on a wetland plan. She noted that she was not sure about field
verification before 2009 and therefore wetland plans before 2009 were not scanned.
According to Elizabeth, the wetland delineation showed on a wetland plan would be valid for
three years.
Xia showed the wetland plans as pushpins in a GIS map. She noted that 17 plans were
scanned and tied into GIS, and when new plans come in they will be scanned in. She pulled
up a wetland plan where it showed isolated wetlands on the site, and in the same location,
neither the town GIS data nor the state DEP wetland data showed any wetlands. Elizabeth
explained that an approved wetland plan might show wetland flags that were not verified in
the field and those ones should not be used.
Rick Alves asked if we could add the wetland delineation into GIS as a GIS layer such as
sewer pipes. Elizabeth explained that we could not force the applicant to update the wetland
information when the approved one was expired. Xia said that wetland plans would be used
for reference only and the wetland delineation would not be added into GIS as a layer.
Neal recommended that Elizabeth could use photos taken in the field and link them with GIS
for reference. Sacha Zlatkova asked Elizabeth if a mobile computer like the Fire department
had could be helpful in the field. Elizabeth said yes.
3. Needs for new aerial photography
Xia said that our aerial photography taken in April 2006 was outdated and many changes
occurred throughout the town since 2006. She explained that we had a 5 -year update plan for
aerial photography, and due to the economy, we did not submit a request for update in 2011.
She asked for support to submit a request for FY2013.
Nick Riccio asked how much would be the cost for the update. Xia said the cost was $70,000
for the 2006 aerial photography update. Nick asked if the google map or the state may have
more recent aerial photos. Xia said that the google map had very good quality aerial photos,
and for most of our town, the google aerials were taken in 2010. However, the google aerial
photos could not be shared or downloaded. The state had a flyover in 2008, however, the
aerial photos did not have enough details.
All attendees agreed to request for aerial photography update for FY2013. They also
suggested possible funding sources. Shaun recommended contacting Mansfield airport for
possible grant. Elizabeth recommended joining neighboring towns for a flyover to save some
money.
4. Development for a new GIS web application for town departments
All attendees received the project plan for development of a new GIS web application for
town departments.
Xia noted that our current GIS web application for town departments was developed in 2003
and had satisfied most of town departments needs for GIS mapping and data query. She
explained that the current web application was built on an old technology called ArcIMS and
the supporting for this old technology will be dropped in the coming year. She briefly
explained the need to move onto new technologies and two options available for developing
a GIS web application, Adobe Flex and Microsoft Silverlight. She reported that she took a
training class in February, and started to work on the new GIS web application.
Xia gave a demo on the new GIS web application and went through implemented functions.
She confirmed with Rick that all functions in the current GIS web application would be
available in the new web application. She also said new technologies would bring additional
functions and features in the new web application.
Xia asked for approval on moving this project forward. She noted that she would work with
departments to make sure the web application work for their daily use.
Rick asked if the plans and documents could be retrieved from the new web application. Xia
said yes, and this new function will be implemented in the phase 3.
All attendees gave positive comments on the new web application and approved to move on
this project.
