OPM Report Mr. Ahern reviewed the following: DPW: Punch list is ongoing; update from KBA and WSE as of June 20th has been provided as part of the packet. Landscaping is scheduled for fall 2018, currently in the process of bidding for the installation of owner supplied planting materials. The plant materials have been procured and will be awarded to Blueview Nurseries. C/ Public Safety: Structural Steel is nearly complete. Masonry complete in Building A and progressing in Building B. Alternate #3 Storage Building rough electrical started. Under slab utilities in Buildings A and B has started. Concrete pouring of 2nd and 3rd floor slabs. I I P u g e M f3C Meeting Minutes June 25, 2018 July 2018 DPW Schedule: Paving topcoat to be scheduled. Site work will be completed. Deficiencies: Mezzanine floor sealant failure will be investigated by vendor for possible strip & re -apply during July. July 2018 Public Safety schedule: Under slab M -E -P to be completed. Alternates #2 and #4 roofing to start. Site utilities to be completed within building footprint. Paving binder course tentative for Sept 2018. Deficiencies: CMU (Costa Bros) grout breaks are not meeting the minimum specification as tested by HAKS testing company. Mr. Ahern mentioned PRISM testing consisting of destructive testing would need to be done in accordance with ASTM standards by the towns testing company HAKS. The MBC's possible liability for this testing was discussed. Mr. Joynt mentioned destructive removal could be done through HAKS and Mr. Ahern stated the complete process would be overseen by HAKS but the rebar scanning and saw cutting would be by others. The complete operation would be overseen by HAKS and the samples would be transported to HAKS lab in NY by a HAKS employee. HAKS has been very responsive to all our concerns that the breaks are lower than specification. Mr. Joynt mentioned breaks are lower than specification and design. The committee discussed specs, specifically that the grouts were not meeting specs. The committee has a concern that the contractor appears not to be meeting the job specific specification and will the town be accepting a product that is less than specification. Mr. Joynt stated this testing is being done to determine what is required to correct the issue and/or do corrective actions. Nobody wants to have the walls taken down, but it was pointed out that it may be necessary as a last resort, and the structural engineer feels that the walls should hopefully pass the minimum design for the structure but that doesn't mean it meets the minimum job specification. KBA agrees and will look at this item carefully and consider the committees concerns with the specification requirements. Mr. Milani and Mr. Joynt will follow up with documentation on the testing reports when received back from HAKS. The committee agreed to move forward with the testing protocol as explained by Mr. Ahern and Mr. Joynt. Mr. Ahern stated they have withheld the June payments from Costa for what is believed to be work that not conform to specification. Mr. Paquin took item number 7 Discussion with KBA on reduction of May invoice out of order to accommodate not having to have Mr. McKeon stay for the complete meeting. Mr. McKeon went over the changed field observation reports. There was confusion with copies sent out whereas some were in draft and not released yet by KBA but it was generally agreed that the reports are now containing the information the committee was looking for as explained by Mr. Milani. Mr. Milani also stated he is now incorporating specific references and photographs. The committee went over the KBA's updated meeting minutes taking Mr. Barry's comments and incorporating them into the new format. Mr. Joynt explained the structure (i.e. chronology) of the minutes. The committee agreed that the new format was much easier to follow and understand. Mr. Joynt explained the structure (i.e. chronology) of the minutes. 2 1 P a g e M BC Meeting Minutes June 2 5, 2 0 1 8 Mr. McKeon left at 7:09 pm. Mr. Ahern stated the Selectman's directive on spending and change orders was made part of the package. 4. Updated Punch List Progress on Phase 1 DPW, KBA and Weston and Sampson There were 41 remaining (out of 274) items that were outstanding. Mr. Joynt said there were 3 or 4 items in dispute. The majority of the work has been completed. Mr. Joynt discussed the challenges of signage. Mr. Ahern said Mr. Penta will have an updated list soon with the time and dates for completion of the entire punch list on phasel. S. Proposed or Upcoming Changes/Change Orders/CCDs Potential Costs from OPM Report: • Change Order #013 - $55,561.00 • Reviewed attached Contingency Log in detail. • CCDs: #026 — Electric duct banks. #027 — Parking lot drainage. #028 — Kellems grips for AHJ. • Public Safety 2nd floor showers. • Walkway upgrade. • Watch guard system. • Plants @ $12,987.00 Mr. Ahern went over in detail each cost associated with Change Order #013: and stated that $40,000 is roughly the cost on unsuitable materials alone. Motion: Approve Change Order #013 in Amount of $55,561.00 (Annino/Paquin). Vote is 6-0. Mr. Ahern gave explanations for the CCDs. Chief Boldrighini requested that the added second floor public safety showers be withdrawn due to budget constraints. Mr. Ahern is waiting for walkway upgrade costs from BBBC. Mr. Ahern went over landscaping plants and that cost, which was a budgeted cost. He then mentioned that the watch guard system (camera) comes to about $40,000 which wasn't included in project costs (due to misunderstanding and oversight by all including the designer and town). The committee discussed the necessity of the system and the oversight that happened. Mr. Paquin questioned KBA and why they hadn't included this item during design. Mr. Milani stated it was looked at during design and that the infrastructure was placed for these systems as part of the base contract. It was believed that these systems were being relocated from the existing PD but it was later discovered that what was being transferred was only the server and the individual components needed for each interview room needed to be purchased separately. It was also noted that the newest system wasn't even available at the time of design. It was agreed that this is something that will be needed. The committee discussed concerns over contingencies and the ability to approach the board of selectmen if necessary for changes. The committee otherwise had an extended conversation about the intersection on East Street. 6. Project Contingency Log Update Mr. Ahern went over the project contingency log in great detail and Mr. Milani went into great detail about the PCO dealing with hardware. Mr. Ahern went over the other costs for the open 3 1 P a g e MBC Meeting Minutes June 2 5, 2 0 1 8 PCOs and gave explanations. Mr. Ahern reviewed changes in contingencies: he went over unexpected construction costs, specifically change to hardie plank as a credit for allowing the contractor to use a thinner product than was originally specified and also this new product being available locally and avoided shipping costs. He then went over unexpected soft costs, specifically updated costs for FD W/D, additional electric for FATS, and watch guard set ups. Lastly, Mr. Ahern went over PS entry redesign and hoped to have a number for it for the next meeting. 7. Discussion with KBA on Reduction of May Invoice This item was discussed as part of the OPM report and the committee agreed that improvements to the reports will be ongoing by KBA. 8. Monthly Invoices w/ Application For Payment Approved by KBA and OPM Mr. Ahern reviewed the invoices for BBBC, KBA, VHB, Comcast, Weston & Sampson, and Woodard & Curran. The deduction for KBA, from last month's requisition, was added to KBA's requisition this month. Motion: Restore previously cut requisition by $6,000 for KBA and add that amount to this month's payment requistion. (Annino/Paquin). Vote is 6-0. Motion: Approve invoices by total amount of $703,690.25 (Annino/Paquin). Vote is 6-0. 9. Public Safety Walkway Modifications — PR Review PR not yet available from BBBC but light bases have been ordered and Mr. Ahern mentioned that an interim meeting may be necessary to discuss these items whereas the contractor will be needing direction soon. 10. Update: PD Showers- This Request Has Been Withdrawn Withdrawn by Chief Boldrighini to save money for contingencies in other areas (i.e. safety, liability). The committee discussed whether they should really drop this item or not, in terms of staying under budget. Mr. Barry and Mrs. Doherty lobbied for it to not be cut or withdrawn, but the Chiefs emphasized they felt it was the best move at this point. 11. Update: PD Request for Crash Bollards -This Request Has Been Tabled Until Further Notice This item will be held until further notice of additional funding outside the project. Chief Sellon mentioned pinpointing locations with regard to concrete bollards etc (i.e. landscape design with less maintenance). 12. Other Items for Discussion Related to Municipal Complex None 13.
