4. Discussion and Consideration to Waive Moratorium for High Street at Central Street and N. Main Street
Mr. Azinheira explained to the Board that the gas company is planning to replace a line on Central Street and the
connection is at High Street. The gas company would pay for full width reconstruction. Mr. Azinheira stated that he
recommends that the Board approves this moratorium with the condition that the Town does the full width milling
and overlay as well as for the trenches. Mr. Azinheira stated the second area is at North Main Street and the gas
company needs to tie into Concetta Drive and he recommended the same approval for this area. The Board then
asked a few questions. Mr. Aptowitz was concerned that the moratoriums were becoming a pattern. Mr. Azinheira
explained that the gas company has budget constraints but they are working to replace old gas lines. Mr. Dumas
suggested meeting with the gas company to create the paving schedule that coordinates with the gas lines that
need replacing to minimize future road cuts.
Motion: To approve -to waive the moratorium for High Street at Central Street and North Main Street at Concetta
Drive with the condition that the gas company pays for milling and overlay and pays for milling and overlay of the
whole trench. (Schoonveld/Aptowitz) Passes 4:0
S. Discussion of the Recycling Cost Increase to the Town of Mansfield
Mr. Azinheira stated that in the beginning of July he received a letter from Waste Management with fee increases.
He then met with Waste Management and noted every community is being affected because China has changed
their policy of what recyclable materials they will accept. They used to take 50% of the recyclables and would accept
up to five percent contamination and now they are only accepting half a percent contamination which is nearly
impossible to obtain. He stated that China also is no longer accepting paper which makes up 45% of the waste
stream. Mr. Azinheira also added that regionally recycled glass was going to a local company who has gone out of
business. Mr. Rhein commented that the whole system of recycling is in jeopardy. The proposed costs are $90 a ton
for trash and a credit of $14 a ton for recyclables. Mr. Azinheira asked for contracts from other communities and
the negotiated rates have been $88 a ton for trash. The contract will be up at the end of fiscal year 20 and he has
asked Waste Management to provide a quote for the Town opting to have a three or five year extension. Chairman
Trowbridge asked Mr. Azinheira to report once he had more information.

9. Discussion and Consideration of Fine for Concert Overages at Xfinity Center
Mr. Dumas stated there were two shows that went over by three minutes each and the agreement states that if a
concert goes over by less than five minutes it is five cents per concert attendee that can be fined. The first show was
Chris Stapleton on June 30th and there were 16,682 in attendance and a potential fine would be $834.10. The
second show was Keith Urban on August 4th and there were 13,794 in attendance and the fine would be $689.70.
Mr. Aptowitz stated he wanted to fine them. Mr. Schoonveld asked if these where the only two shows that have
gone over and Mr. Dumas confirmed it was with the exception on the show that went over as it was a public safety
concern that was addressed earlier in the evening. Mr. Rhein stated he did not favor a fine and thought for three
minutes over a warning would be sufficient. Mr. Aptowitz commented that a few years back the fine structure was
lowered, but Mr. Mann and the bands are all very aware of the 11pm end time. Mr. Rhein asked if there were any
fines last year and Mr. Dumas stated the last fine was in 2015
Motion: To approve the fines for the concert overages at the Xfinity Center for the Chris Stapleton show in the
amount of $834.10 and the Keith Urban show in the amount of $689.70. (Schoonveld/Aptowitz)
Chairman Trowbridge stated that he thought for three minutes should be a warning and the noted level of
cooperation has been exceptional. Mr. Schoonveld agreed that the Board could impose a fine in the future if it
becomes excessive. Mr. Aptowitz stated that he was trying to set an example.

requesting the State complete that work. Mr. Rhein added that it would also be beneficial for crosswalks to be
considered. Mr. Dumas met with Mr. Sollecito and a possibility of the Electric Departments software being able to
patch the information to MUNIS so that the Finance Director can avoid reentering information. Mr. Dumas stated
that he is working with Town staff to develop a plan for the summer of 2019 on a project to clearly delineate the
multi -use path. It would be the section from Old Colony Way at Court Street to the Park Street crossing up to the

Mr. Schoonveld asked about the senior tax relief bill that was passed and if Mr. Dumas has reviewed it to see what
,it means for Mansfield. Mr. Dumas stated he would be reviewing the bill. Mr. Schoonveld then asked if there were
plans to educate the public on all the upcoming elections and Mr. Dumas answered that the Town Clerk was going
to be using signage as much as possible. Mr. Schoonveld then asked about road repairs, specifically Old Colony Way
and Park Street. Mr. Dumas stated that overall things are going well. There was a change in the schedule with the
schools needing repairs at the Jordan Jackson and Robinson School parking lots so the timeline has been pushed
back a few weeks. Mr. Schoonveld then asked about the speed humps and poles that were installed on Route 106
and Mr. Dumas responded.
Mr. Aptowitz asked if Mr. Stanbrook could schedule an Audit Committee meeting. Mr. Aptowitz then asked about
the HR Generalist position and Mr. Dumas answered that the HR Director from the School Department will be
getting back to him the week of August 20th to discuss the needs and structure of an HR Department for all Town
staff. Lastly, Mr. Aptowitz asked about Park Street paving completion and Mr. Dumas stated the delay is waiting for
Verizon to approve the new pole locations and schedule the work to move them, as well as deciding where the
multiuse path will go in relation to Park Street.
Chairman Trowbridge added a final comment about the poles on Route 106. He stated that he appreciated that the
Police and Highway Departments were trying to do what was safer and addressed the concerns for that area. Mr.
Rhein asked if this wasn't the solution what would be. Mr. Dumas stated that targeted enforcement in that area
during rush hour may be the most cost effective way. In order to reduce the speed limit a study is done to measure
the average speed and the speed limit could actually increase because of the average speed of the modernists on
the street, which is the opposite of what is wanted.
