Chairman Trowbridge asked Selectmen Kimball if he had read the traffic study. He answered that he had read it but noted that typically the studies are written on behalf of the developer and was unsure if the studies were done on the right days and times. Chairman Trowbridge stated that the Towns are better at working together and are looking at things regionally like SEMRECC and MFN and asked that the Town Managers from Norton and Mansfield start communications on this topic and work on what improvements can be made in that area. Mr. DelVecchio thanked Selectmen Kimball for coming today and offering concerns thought this was a good start. Mr. Aptowitz jimented that SERPEDD may be able to help and look at that Route 140 and the concerns of both Norton and Mansfield has with that area. Mr. Verdone then explained the structure of SEMRECC noting that the Board is made up of each Town Manager from each Town. Mr. Verdone explained the current 9-1-1 staffing center models have not changed in over four decades and Towns are unable to use the capabilities of the Next Generation 9-1-1 technology to their full extent. The State is currently testing to be able to receive 9-1-1 calls via text and then by picture and video will follow. Current dispatch centers are unable to die the 250 percent increase in the number of wireless calls because each Town has one or two dispatchers "(king at a time. Mr. Verdone explained that time is being lost because currently when you call 9-1-1 from a cell phone it goes to the State police who then send to the local PSAP. If a Town doesn't have resources available to Meeting Minutes Board of Selectmen Page July 25, 201E unding community to take the call.
