1. Meeting called to order at 7:30 pm.
2. Appoint a Zoning Board representative to TIF Committee:
Ms. Garber -Miller explained the board needs to appoint a Zoning Board of Appeals representative to the TIF
Committee. She said the Committee meets on an as needed basis.
Ms. Garber -Miller nominated Ms. Pruitt as the ZBA representative to the TIF Committee. Mr. Shannon seconded the
motion. Motion passed 5-0-0.
3. Becca Clifford, Sign Design, Inc., 200 Gilbert Street, Map 3, Parcel 122.
The chair read the public hearing notice for the application of Becca Clifford, Sign Design, Inc., on behalf of M & P
Holdings, Inc. for a Variance from Section 230-4.76 (1), Signs, of the Zoning By -Law to allow one freestanding sign with
less than the required ten foot (10') setback from the street at 200 Gilbert Street (Assessor's Map 3, Parcel 122) in the
Industrial 2 (12) zone.
The following documents were introduced at the public hearing:
• Copy of public hearing notice, which ran in the Mansfield News on February 16,
2018 and February 23, 2018;
• Application for Variance, filed with the Town Clerk's Office on February 2, 2018;
• Sheet 01 of 04 and Sheet 02 of 04 "Jordi Labs 200 Gilbert Street Mansfield, MA" plan dated February 1, 2018 and
prepared by Sign Design and "Zoning Petition Plan" dated April 30, 2018, prepared by E.T. Engineering
Enterprises, Inc.;
• Email dated March 29, 2018 from Kathleen Duperron, Jordi Labs, LLC, requesting a continuance to May 1, 2018
• Request to continue to June 12, 2018.
Eric Correira was appointed a voting member for this public hearing.
Scott Freno, Sign Design, Inc., Tony DeSilva, Facility Manager for Jordi Labs, and Ashley DeAndrade, Project Manager,
Sign Design, Inc., were present.
Ms. Garber -Miller said this is a continuation of the application of Becca Clifford, Sign Design, Inc., on behalf of M & P
Holdings, Inc. for a Variance from Section 230-4.78 (1), Signs, of the Zoning By -Law to allow one freestanding sign with
less than the required ten foot (10') setback from the street at 200 Gilbert Street (Assessor's Map 3, Parcel 122) in the
Industrial 2 (12) zone.
An updated plan, "Zoning Petition Plan" dated April 30, 2018, prepared by E.T. Engineering Enterprises, Inc., showing
the location of the proposed sign and setbacks was submitted.
Mr. Freno said because Jordi Labs is having difficulty getting the delivery trucks to the right location, the Applicant is
asking for a second sign to help direct the truck traffic. He said the proposed sign will be just under 12 square feet and
non -illuminated.
Ms. Garber -Miller said this would be a new request for a variance because the Applicant is asking for a second sign,
where only one sign is allowed; she noted Gilbert Street is designated as a scenic road. Ms. Garber -Miller asked if
the second sign would comply with zoning in terms of size and location. Mr. DeSilva said the size of the sign would
comply with zoning regulations but Mr. Freno said the sign is shown on the plan as being 6 feet from property line
where 10 feet is required. Ms. Garber -Miller said the Applicant would need a variance for both the location and size
of the proposed sign. Mr. DiSilva said the location of the second sign has been staked out. The proposed second sign
is also shown on the revised plan submitted tonight.
There were no public comments.
Mr. Shannon made the motion to continue the hearing for the application of Becca Clifford, Sign Design, Inc., on
behalf of M & P Holdings, Inc. for a Variance from Section 230-4.713 (1), Signs, of the Zoning By -Law to allow one
freestanding sign with less than the required ten foot (10') setback from the street at 200 Gilbert Street (Assessor's
Map 3, Parcel 122) in the Industrial 2 (12) zone to June 12, 2018, to allow for the Applicant to file a variance request for
the second sign. Mr. Cummings seconded the motion. Motion passed 5-0-0.
Hearing ended at 7:50 pm.
4. Hilco Real Estate, 11 Cabot Boulevard, Map 44, Parcel 214.
The Chair read the public hearing notice for the application of SignDesign on behalf of Hilco Real Estate,LLC for a
Variance from Zoning By -Law Section 230-4.7 B(1), Freestanding Signs, to allow for two (2) freestanding signs at 11
Cabot Boulevard (Assessor's Map 44, Parcel 214) in the Planned Business District (PBD), which allows one (1)
freestanding sign per building. The first pylon sign is approximately 9 feet high, double -sided and 37 square feet in
total size, with two (2) tenant panels, each approximately 27 square feet. The second wayfinding sign is approximately
6.25 feet high and single -sided.
The following documents were introduced at the public hearing:
• Application for Variance, filed with the Town Clerk's office February 15, 2018;
• A copy of the public hearing notice;
• SignDesign - Sheets 01-05 by SignDesign and dated September 28, 2017: updated to show location of the two
signs;
• "11 Cabot Blvd. Sign Location Plan" dated April 11, 2018, prepared by DeVellis Zrein, Inc.;
• April 3, 2018 request to continue the public hearing to May 1, 2018.
Eric Correira was appointed a voting member for this public hearing.
Scott Clement, SignDesign, Inc. explained the updated plan (dated September 28, 2017) now shows the dimensions of
the sign and the setbacks; the main entrance sign will be approximately 13 feet off the property line and the second
sign 94 feet from the property line.
Mr. Shannon asked the purpose of the second sign. Mr. Clement said the second sign is a wayfinding sign; the primary
tenant is in the front of the building and the secondary tenant is located in the back of the building.
Jeffrey Laurin, Hilco Real Estate, LLC, said because the second tenant is not visible from the street, the wayfinding sign
would let visitors know where to go.
Ms. Garber -Miller asked the total square -footage of the new sign. Mr. Clement said the new sign will be
approximately 37 square feet per side. He noted the by-law allows for 30 square feet per side or 45 square feet for a
one-sided sign.
Mr. Correira said he thinks the wayfinding sign would be very helpful and it is far enough away from the street and will
not affect anyone.
There were no public comments.
Mr. Shannon made the motion to approve the application of SignDesign on behalf of Hilco Real Estate,LLC for a
Variance from Zoning By -Law Section 230-4.7 B(1), Freestanding Signs, to allow for two (2) freestanding signs at 11
Cabot Boulevard (Assessor's Map 44, Parcel 214) in the Planned Business District (PBD), which allows one (1)
freestanding sign per building. The first pylon sign is approximately 9 feet high, double -sided and 37 square feet in
total per side, with two (2) tenant panels, each approximately 27 square feet. The second wayfinding sign is
approximately 6.25 feet high and single -sided. Plans, SignDesign - Sheets 01-05 by SignDesign and dated September
28, 2017 and "11 Cabot Blvd. Sign Location Plan" dated April 11, 2018, prepared by DeVellis Zrein, Inc. Ms. Pruitt
seconded the motion.
Discussion:
Mr. Cummings said the wayfinding sign makes sense because of the dimensions of the building and, although he
would like to see the front sign a little smaller, the size is understandable because there are two tenants in the
building. He said it makes sense to have a higher sign because of the visibility issues with snow.
Ms. Garber -Miller said the sign is fairly understated and the size has been reduced.
Motion passed 5-0-0.
Hearing ended at 7:58 pm.
5. Cosmic Stone & Tile, 50 Hampden Road, Map 44, Parcel 703.
The Chair read the public hearing notice for the application of Signs by Tomorrow on behalf of Cosmic Stone & Tile for
a Variance from Zoning By -Law Section 230-4.7 B(1), Freestanding Signs, to allow for one (1) additional freestanding
sign at 50 Hampden Road (Assessor's Map 44, Parcel 703) in the Planned Business District (PBD), which allows on (1)
freestanding sign per building. The proposed sign is 36 inches (36") high and 60 inches (60") wide.
The following documents were introduced at the public hearing:
• Application for Variance, filed with the Town Clerk's office March 7, 2018;
• A copy of the public hearing notice;
• Design of the sign prepared by Signs by Tomorrow;
• "ALTA/ASCM Land Title Urban Survey Plan of Land in Mansfield, Mass" dated September 19, 1997, prepared
by Norwood Engineering Co., Inc., revised to show location of new sign;
• Request by Jim Quinn to continue the hearing to May 1, 2018.
Eric Correira was appointed a voting member for this public hearing.
Jim Quinn, Signs by Tomorrow, submitted a revised plan with the setbacks and location of the sign.
Ms. Garber -Miller said at the last meeting, the board had requested a plan stamped by an engineer be submitted. She
said because the Applicant is simply requesting a second sign and not a dimensional variance, the board will accept
the 1997 plan submitted. However, she said if the Building Inspector determines the sign is bigger than the zoning
regulations allow or is not in the location shown on the plan, the sign will either have to be moved or removed. Mr.
Quinn said the Building Inspector did not have a problem with the size or location of the sign, only that a variance was
required for the second sign.

Mr. Shannon made the motion to approve the application of Signs by Tomorrow on behalf of Cosmic Stone & Tile for a
Variance from Zoning By -Law Section 230-4.7 B(1), Freestanding Signs, to allow for one (1) additional freestanding sign
at 50 Hampden Road (Assessor's Map 44, Parcel 703) in the Planned Business District (PBD), which allows one (1)

Mansfield, Mass" dated September 19, 1997, prepared by Norwood Engineering Co., Inc., revised to show location of
new sign.
Ms. Pruitt seconded the motion.
Discussion:
Mr. Correira asked the reason was for the second sign. Ms. Garber -Miller said there is a small multi -tenant sign on the
property and visitors are having trouble finding their location, especially during the winter months when the snow
covers the bottom tenant panel.
