MANSFIELD HOUSING CORPORA,..,-._,,
A meeting of the Board of Directors was held on Wednesdayl.1/15/2017. Fr., s T
J
Chairperson, Marilyn Lewis; Vice -Chair, Randy Waters: Treasurer, Connie
Baynes; Secretary,
Lou Amoruso. The meeting was held in the MBC meeting room at Town Hall and called to
order by Marilyn at 7:04 PM.
Present were citizens Mr. and Mrs. Erich Fredenberg, owners of property near the Columbine
parcel (at the top of the street). Marilyn gave them a brief overview of where we stood with
the project before the formal meeting began, and they left at the start of the proceedings.
Marilyn called for the secretary's report. Presented were the revised minutes for the June z8
meeting which were moved by Marilyn and seconded by Randy. Approval was unanimous.
The minutes of the October 18, 2017, meeting were also submitted and approved with
corrections after being moved by Marilyn and seconded by Lou.
Connie reported that we are still waiting on the September, October, and November monthly
financials from the Town even though the FY ending 2017, has been completed and received.
Marilyn reviewed her interactions with Michael Trowbridge regarding getting the Columbine
property plot plan done showing a three-bedroom house. She is still concerned about the
septic system since we have not yet received requested septic/sewer system information from
town engineer Richard Alves. She did explain that the clearing of the Columbine property
would likely not begin until spring. Both Randy and Lou said they would try to communicate
with Alves to get bidding information and to review the property as part of our plans to move
forward.
A discussion ensued regarding our need to verify that our Soi. (c3) corporation is exempt from
prevailing wage requirements. Marilyn will call to confirm our status. We also still need to
check that the bid documents we have will be sufficient to obtain new bids. If additional
approvals are needed, we need to know what to do to obtain them.
It was also reported that Habitat's lawyer and Mr. Nugent are working on the P&S agreement
for io Columbine. In particular, Marilyn expressed an interest in reviewing the escrow
agreement we are having drawn up.
It was reported that Stan Feck has been before the Planning Board for a new building project
that he has in the works and that they have apparently already approved his payment of cash
in lieu of building the required affordable unit(s). We, as a board knew nothing of all this and
were not notified about the meeting. It does indicate that there will be additional money
added to MHC funds for use in getting more affordable units for the Town.
Connie proposed offering a revised MHC entry for the town report. The proposal was
approved without a vote but with no objections.
It was also reported that Nugent had picked up the town check for the P&S for the Columbine
property. Although we do not have a copy of the check, the HUD document does reflect what
that payment was.
The next scheduled meeting should be Dec. 2o, but it was suggested that it be skipped unless it
was necessary for us to meet. Even though there seemed to be an inclination toward
agreement, no formal action was taken.
It was reported that we need to file annual corporate reports for 2010 and 2011 with the
Commonwealth. Marilyn and Connie volunteered to work together to complete the reports.
The reporting fee will be $30-00. Marilyn moved and Randy seconded expenditure Of $30-00
for funding the report. This passed unanimously.
Lou then moved adjournment at 8:23 PM and it was approved unanimously.
Respectfully submitted
Louis P. Amoruso , Secretary
