Vice -chair Randy Waters arrived later. The meeting was held in the MBC meeting room at Town Hall and called to order by Marilyn at 7:04 PM. Welcome and introductions were made to Sean Grammel. Marilyn called for the secretary's report which was moved by Marilyn and seconded by Connie and passed unanimously. Next, the treasurer, Connie reported that we still had no report from the Town since August but that there was $53.3,000 in the treasury. She also reported that the annual reports for 2010 and 2013.were completed and submitted as was the annual report for203.7 (which was sent shortly after the tax return was completed). Connie also reported she spoke with builder/developer Jim Lazzara and explained that the board regretted not being able to assist in the completion of affordable housing "boilerplate" forms required by the state due to potential liability issues. This is in keeping with the Town's recommendation on the topic. A brief discussion ensued regarding the special employee status that Board members now have after the Selectmen took recent action to bestow that status on MHC board members. Randy arrived at 7:18 PM and was also involved in welcoming Sean. Marilyn reported that both the Town and the state Labor Commission believe that we are required to follow the prevailing wage requirements on the Columbine project. There was general consensus to follow that path when putting the sewer project out to bid. Randy suggested that we also hire our own engineer and have him/her do the specs for the sewerage, etc. and manage the project on behalf of the Board. After brief preliminary discussion of the topic, Randy moved and Lou seconded that the board hire an engineer/project manager to prepare needed sewerage specifications and to put them out to bid after securing proper approvals from the Town (prior to requesting bids). Passed 5-0. It was agreed Marilyn will update Mike Trowbridge and Joanne: Randy will get a list of potential engineer/project managers for the next meeting: and Connie volunteered to talk to Town Planner Sean Burke about engineers he knows to be acceptable to the Town. Lou moved and Marilyn seconded adjournment at 8:3.3 PM and it approved unanimously. Respectfully submitted Louis P. Amoruso , Secretary I`/IP Date Approved I —
