Chairperson Marilyn Lewis called the meeting to order at 7:12 PM at the MBC meeting room in Town Hall. A motion
was made by Marilyn and seconded by Lou to accept the minutes of 5/3/17 — passed 3-0. Connie reported that we have a
balance of $531,471.04. Marilyn moved and Lou seconded acceptance of the treasurer's report and it passed 3-0.
It was pointed out that the DHCD form for the town had to be signed and since Randy served as chair at that time, he
signed it and it has been taken care of.
Vice -Chairman, Randy Waters arrived at 7:20 PM.
Discussion of 10 Columbine began with the thought that the Board purchase and give the land to Habitat with a
contingency that the Board will pay up to 1.5 times the cost estimate for sewer installation with our total potential cost at
approximately $100,000.00.
Lou spoke in support of that plan and supported the expectation that prevailing wage rates would not be applicable to
work done to connect the sewer or to perform any other work. Randy indicated that he had spoken to Joanne Eckerdt and
that Habitat was still interested. It was suggested that the tricky part might be to orchestrate signing the P&S snd Mr.
Hochman would be needed to protect us while working with Town Counsel on this and Habitat;s counsel. Randy said that
our lawyer indicated that it would be a very simple process.
of meeting with Habitat and getting things worked out with MHC covering the purchase and the sewerage needed to make
the planned house able to hold 3 bedrooms. The discussion lead quickly to a motion by Marilyn, seconded by Randy to
1) meet with and negotiate with Habitat to get a house built on Columbine with MHC purchasing and putting in escrow up
to 1.5 times the projected cost of the needed sewer connection and 2) if they agree we will go forward with the three
attorneys Town, MHC, and Habitat) coordinating the eventual purchase and transfer to occur simultaneously and to
Sign the P&S (not necessarily in that order, exactly).
A discussion ensued regarding bringing the property permitting up to that of a three-bedroom house. Discussion centered
around putting in a sewer system for the property. There was general agreement that this was desirable and the board will
pursue its desired conclusion. Lou moved and Randy seconded that we send a letter to the Town asking for help in this
undertaking, particularly in marking out the needed requirements. This passed unanimously and the meeting returned to
its regularly scheduled proceedings.
Further discussion then ensued regarding the idea of just signing the P&S regardless of the rest of the steps. So, the
motion was reworded a bit with the same motioning and seconding members. The intent was to make what we are doing
as clear as possible and to have a readable motion. So, it was moved to:
1) Meet and negotiate with Habitat regarding Columbine to reach the understanding that MHC will pay for the
purchase of 10 Columbine and will pay for the sewer installation, placing in escrow 1.5 times the agreed upon
amount therfor
2) Sign the P&S and pay the deposit.
3) Coordinate all parties to bring the property from the Town to Habitat through MHC in one transaction.
The motion passed 3-0-1 with Connie abstaining.
A motion was then made by Connie and seconded by Randy for the Treasurer to disperse $1400.00 to the Town for the
deposit on the property. The vote passed unanimously.
Connie asked Marilyn to check on any concerns that our attorney, Mr. Nugent had previously with respect to our intended
new situation.
Marilyn added that this was a very important action for the board to take, but she was one of those who delayed the
process with the intent of getting as much information and understand as fully as possible the ramifications of what we are
doing. She expressed comfort with the decision made and with the process followed.
Lou was asked to call Joanne and inviter her to the next meeting.
Dates for the meeting were discussed along with vacation plans for individuals that might impact the next meeting
Lou agreed to call Joanne and arrange for Habitat representatives to be at the next meeting.
Lou moved adjournment, which was passed unanimously and the meeting was closed at 8:34 PM.
Respectfully submitted,
