Common Borrow/ General Fill for Phase 2.

3. Architect's Update
General update by Mr. Milani and Mr. Joynt on some items discussed during OPM report.
4. General Discussion on Monthly Progress Reports and Other Items
5. Proposed or Upcoming Changes/Change Orders/CCDs
Mr. Ahern went over Change Order 11 and specific details (COPS) for it, including RRF 049 Soffit
Framing, generator upgrades for Item 84111, resinous floor apparatus bay, ACM adjustments, DPW
delete blinds in the lunch room, and the pre-emption panel. The total cost for this change order is
estimated to be $74,213.00
Motion: Approve Change Order 11 in amount of $74,213.00. (Paquin/Barry). Vote is 5-0.
6. Project Logs and Budget
Mr. Ahern went over project contingencies, and gave explanations for the costs of the open PCOs (in
contrast of the remaining amount for the budget), including door hardware revisions, changing CMU
footings, mezzanine sprinkler, among others (the rest can be referenced on the project contingency
sheet). The committee went over the distinction between PR and COPS in response to Mrs. Doherty.
The committee went over additional radio boxes contingency in detail due to concern about its high
price.

Mr. Ahern then went over unexpected construction costs (compressor room vents were discussed in
detail). Mr. Ahern went over unexpected soft costs, including discussing in detail the high costs for
repaying enterprise accounts (400K) and realigning the intersection (whether it would actually be 450K
and how to prepare for that). Lastly, Mr. Ahern went over the costs for the open proposal requests,
leaving an estimated budget surplus of $225,734, pending no further change orders. Mr. Ahern
emphasized that some of these costs were the best estimates. Mr. Ahern stressed that the contingency
is dwindling quickly and the committee has to be very careful moving forward on change orders or the
project will be looking at cost overruns.
7. Monthly Invoices w/ Application For Payment Approved by KBA and OPM
Mr. Ahern went over the invoices, including BBBC, KBA, Allegra Printing, Ari Hetra, Comcast, Gatehouse
Media, McMaster -Carr, Cook Forest Products, Woodward & Curran (twice), and Weston & Sampson.
Mr. Ahern went over two additional invoices (HAKS for $9870.15, Janitors for $4,990). The amended
total for the voices was now $699,295.69. Mr. Ahern went over some of the retained costs of BBBC.
Mr. Ahern mentioned peeling sheets of concrete sealer from the mezzanine areas due to problems
with the sealer adhesion (problem with the Ashcroft) and waiting for the contractor BBBC to respond.
Motion: Approve invoices in total amount due of $699,295.69 (Paquin/Epstein) Vote is 5-0.
8. Updated Punch List Progress on DPW
Not covered.
9. Public Safety Walkway Modifications - Update from KBA and OPM on Lighting Fixtures
Mr. Joynt said he is prepared to send out a PR request (including for the sidewalk heating). Mr. Ahern
hoped for an answer next month. Mr. Ahern would like review the updated lighting design with Mr.
Annino. The letter for the public safety walkway modifications was discussed concerning whether the
electric department would supply the light poles and foundations for an improved public entrance. The
Light Commissioners voted at their last meeting not to support paying for the lighting fixtures as
requested by the MBC previously. Mr. Joynt stated that the sidewalk proposal will be received for the
committee to review at the next meeting.
10. PR Request Update from KBA for Police Department Request to Install Single Stall Showers in
Police Admin Areas
Mr. Ahern went over probable total cost to install showers, approximately at $20,000. Mr. Paquin and
Chief were discontent with the price. Mr. Ahern hoped KBA can tone down the price. Mr. Joynt
mentioned costs associated with small items, like door scope, carpenter, etc. but feels some items may
have been counted a second time and no credit issued from some subs. KBA will be doing a thorough
review of this change order but noted it was only received today. Mr. Joynt feels first floor plumbing
will be affected if the single stall showers were to go through.
11. Request from Police Department to Install Crash Bollards in Areas near Meeting Room and Public
Entrance for Discussion
Mr. Ahern went over letter Mr. Sellon wrote to him over the crash barriers. The committee discussed
the areas near the apparatus deck and the main entrance walkway for the barriers (i.e. concrete to
landscaped area). Mr. Ahern mentioned concerns requiring the need for crash bollards (intentional or

accidental vehicular strike) and that KBA hasn't looked into it much. Mr. Ahern felt high curbing should
be done right away, but that planting can be held off until a later date. Mr. Sellon mentioned that he
may be able to get a grant for additional crash bollards and agreed it could wait if costs are getting
tight. Mr. Joynt felt the need to protect the community room. The committee mentioned that barriers,
while they may not entirely protect the public safety building, will hopefully mitigate any unforeseen
damage.
Motion: Have KBA look into crash bollards and give preliminary numbers (Paquin/Epstein). Vote is 5-0.
12. Other Items for Discussion Related to Municipal Complex
Plaques: Mr. Joynt mentioned the materials (bronze anodized) for the DPW plaque, and the choice of
patch color. Mr. Joynt gave his recommendations for the plaque for the public safety building
(aluminum reveals, silver anodized). Mr. Paquin expressed a preference for the bronze plaque.
Memorial Hall Window and Shingle Project: Mr. Ahern mentioned bids ($600 in change) for Memorial
Hall to install new windows and siding. Mr. Barry asked Mr. Ahern if the MBC would be involved with
this project and Mr. Ahern mentioned it's purely cosmetic and not something structural.
High School Window Project: Mr. Dumas mentioned the heating units and how the existing units will
not fit in with regard to MSBA compliance standards. MBC will be overseeing the curtain wall system
regardless. Mr. Paquin mentioned that he would like to have the OPM Group and Mr. Donahue appear
at the next meeting for updates and approval processes.
13. Old/New Business
None.
14. Adjourn
Motion: Adjourn the May 3, 2018 meeting at 9:14 pm (Paquin/Barry). Vote is 5-0.
