Ben Monachino; Michele Grenier, Conservation and Environmental Planner. '" A"eMUS'E7TS Ethan Beise and his dad Andy Beise were present. As an Eagle Scout project, Ethan will be clearing a portion of the White Trail Path in the Great Woods Conservation Area. Lack of use has led to over growth on this portion of the trail. The area to be cleared intersects with the Green Trail over to the Blueberry Brook, for approximately 1 mile. Work involves clearing foliage, including grass, weeds and shrubs, as well as fallen trees and rocks. The path will be no more than 3 to 4 feet wide to discourage the use of ATVs. r- The project is an extension of work done by other Eagle Scouts on the White Trail earlier this year. No gravel or wood chips will be put down on the trail. The trail will be kept in its natural state. Markers will be spray painted on the trees on both sides of the trail. Most of the work will be done with manual tools. If power tools are necessary, adults will be using them. Ondy reminded Ethan power tools are not allowed in Great Woods. Cindy wanted to know how high Ethan would be trimming the trees. Ethan told her about 6 ft. She asked if it would be possible to clear 7 to 8 feet for people riding horses. Michele asked that Ethan call her when the work is being done in case she receives calls. Paul wondered what would be done with the cuttings and cleared debris. The trail will be cleared and the cuttings/cleared debris will be moved off to the sides of the trail. Ben told Ethan he was impressed with his presentation, very well done. The project should be completed by September 2007. Work will be done on Sundays. Ethan will use volunteers from his troop, friends and family. r Cindy made the moti Ben seconded. Tom McGuire, District Environmental Engineer, was present. The Request for Determination of Applicability was filed for the resurfacing and rehabilitation of Route 1-495 southbound from the Foxborough town line through Mansfield for 1,100 ft., to include roadway and ramps along with improvements at drainage outlets. Tom is requesting a Negative 3 Determination to finish off the ongoing project. The proposed project will also include the southbound Rte. 1-495 ramp to Rte. 1-95 northbound and the rehabilitation of the southbound Rte. 1-495 bridge over Rte. 1-95. He hopes to complete the entire 1-495 project by January 11, 2009. Ben asked if the work was being done within the existing paved area and if there would be any impact to wetlands or other resource areas. Tom said the work is within the existing pavement. Michele told Ben there would be no impact on the wetland/resource areas. Cindy would like hay bales and silt fencing. Tom told her some of the work would be done within the buffer zone at some locations and hay bales/silt fencing would be placed in these areas to prevent erosion and prevent sediments or other materials from entering the resource areas. Cindy made the motion to accept the plan for the resurfacing and rehabilitation of Route 1-495 and to issue a Negative 3 Determination. Jack seconded. Passed 6-0. Hearing end,ed at 7:30 New plans will be submitted prior to the August 13, 2007 meeting. Continued to August 13, 2007 to give the Commission time to examine the new plans submitted today, July 23, 2007. 2 ....... ..- r eSuzanne Estates (a cluster development): Carole discussed information from past minutes from Conservation and the Planning Board, letters from DEP and a letter Elizabeth Leidhold, the Conservaton Agent at the time, sent to Ralph Maloon in 2004. The Planning Board minutes of September 1, 2004 stated the 15,879 acres of upland and 4,508 acres of wetland, including five (5) vernal pools shall remain open space and will be offered to the Town of Mansfield, to be managed and controlled by the Mansfield Conservation Commission. If the Conservation Commission refuses the land, it will be offered to the Natural Resources Trust. Deed restrictions will be included on lots 1-6 inclusive in order to maintain the "No Touch Zone" shown around the perimeter of the site (with the exception of Lot 6 and a portion of Lot 5) on the August 26, 2004 plans. The Conservation minutes of September stated the proposed donation of land to the Conservation Commission, totaling 15.879 acres to the north of Suzanne Estates was discussed. The Commission voted to send a letter to RIM Engineering stating the Commission is interested in accepting the land but would be drafting up a few provisions. In the minutes of September 27,2004, the Commission voted to accept the parcel with the addition of boulders at the access roadways and signage to read "Environmentally Sensitive Area-Do Not Disturb." r On October 14, 2004, a letter was sent to Ralph Maloon of RIM Engineering Co., Inc. in regards to Suzanne Estates stating the Commission had voted unanimously to accept the donation with the provision a split rail or other substantial fence such as boulders be placed at the access roadway along with a living fence (such as evergreens). In addition, the Commission would like signage explaining this is an "Environmentally Sensitive Area" placed at the access roadway. A letter, dated December 27,2004, from the Division of Fisheries & Wildlife was received by the Mansfield Conservation regarding Suzanne Estates; in order to avoid a "take" of the Blue- spotted Salamander (321 CMR 10.02), they requested that a deed restriction or conservation restriction be placed on the currently forested back portions of Lots 3 and 4 to insure this portion of these lots remain forested in perpetuity. The Commission asked Michele to contact Ralph Maloon to find out what has been done as far as the donated land is concerned. eCriteria for Enforcement of 50 ft.
