4. VISITORS
Mr. & Mrs. Michael Paglia, 2 Donald Allen Drive, were present to ask for a variance from
the Well Regulation since their proposed well location is 80 feet away from the septic and
not 100' as required. Board reviewed plan.
MOTION: To grant the variance with deed restriction.
Madan/Jones. All in favor. 3-0 Passed.
5. HEALTH AGENT'S REPORT
,~
a. Stearns Hill Hercules Powder Co. Landfill: A licensed site professional as
chosen. It is Penney Engineering. Hopefully DEP will not require the forty years
of growth to be removed before the capping of the landfill.
b. Troy, 171 Ware St.: After fourteen and one-half years, the new system is
complete.
c. Household Hazardous Waste Collection: Held on April 8th. It was a huge
success. In fact all the funds were depleted and about $150 came out of the
operating budget. $8,000 was approved at Town Meeting for FY2001. Will ask for
more money at the Fall Town Meeting.
d. 444 Pratt St.: Builder asked to temporarily hook up to cesspool until sewerline on
Rt. 106 is functioning. Agent said okay, but was unaware that the cesspool had
failed. This is a new house that now must have a new septic system. A bathroom
was installed in basement, so public sewer will be needed for that bathroom.
Builder was supposed to send a letter asking for a reduction in fees, since he as
faces some very serious costs due to the failed cesspool and the Town's issues with
the sewerl ine. The letter has not yet been received.
e. Rubbish Regulation: The Board can regulate rubbish on people's property through
the Housing Regulation. This can eliminate a separate Rubbish Regulation, which
can be subjective.
f. Recreation Camps: Hockomock YMCA, Mansfield Branch, has applications
submitted for recreational camps and the town of Mansfield at Memorial Park. All
is in order.

MOTION: To approve Recreational Camp applications for the
Hockomock YMCA, Mansfield Branch and the town
of Mansfield at Memorial Park.
Madan/Martin. All in favor. 3-0 Passed.
g. 517 Elm St.: Separate problems have arisen. Leak in basement from Sink
plumbing. A bucket is catching the water, but is overflowing. Sent a correction
order. Have not yet received return receipt. Will go to Housing Court on Monday
if not rectified.
h. Milhaus Condominiums: Insecticide in a drum was vandalized and leaked onto the
floor causing serious discomfort to the tenants. The management company
attempted to clean it up with bleach, but that caused more problems. They
eventually called Clean Harbors to clean it up properly. Agent called the Pesticide
Board, but there was nothing they could do since it was vandalism.
i. Food Code Changes: Are for the better. Agent attend two workshops; he must
take a test and be certified as a food inspector. New law easier to manage.
j. Summer Meetings: Concensus of Board is to skip July. Agent will email members
anything of importance. A meeting will be held on August 3rd.
r-
6. OLD BUSINESS
a. Port-a-jon Discussion: Members Madan and Martin would like to review a
draft of a port-a-jon regulation. Member Jones believes that such a reg will
open a can of worms and not really be productive. Agent will draft a reg to
include public and private events and construction sites. Will be emailed and
discussed at meeting in August.
b. Town Hall Air Conditioner: Town must take next step since town meeting
article failed again. The nuisance order issued by the Board stays and hours
of operation of the a/ c must be adjusted. Members Madan and Martin are not
in favor of taking the town to court. Agent reported that the DPW will install
sound panels within the walls of the structure and a pad under the a/c.
7. NEW BUSINESS
a. ETS Conference: Member Madan will be attending.
