4. VISITORS
David Oberlander, SDO Engineering, Mansfield, was present to express his objections to
the Board's decision to require a Registered Land Surveyor's stamp on all septic and QS_
built plans. His reasons were that a Registered Professional Engineer, as Mr. Oberlander
is, is trained to know how to locate property lines, through Town Hall records, Registry of
Deeds, land markers, etc. Hiring a RLS is expensive, can delay the work of the RPE and
adds costs for the land/homeowner. As-builts should be drawn to scale and show
property lines. It's a certification of the septic system installation.
Health Agent and Member Jones agree with Mr. Oberlander, even though it was their
suggestion to require a RLS stamp. With further thought and discussion, it is realized
that this requirement could be costly and time-consuming. The statement on the plans
could read, "disciplined in land surveying techniques by a disciplined institution-. Agent
will review and return with a recommendation.
5. HEAL TH AGENT'S REPORT
a. West Nile Virus & Eastern Equine Encephalitis: Since frost is on its way, the
threat of WNV and EEE will disappear.
b. Troy, 171 Ware St.: The septic system has been certified, as-builts approved
and approved by DEP. Next step, Court to return 171 Ware St. to Mrs. Troy and
close this case. Mrs. Troy returned $9,000 to the Town for legal fees expended.
c. 60 Pine St.: Met with Attorney Joe Hannon. This will be a very interesting case
because there are three parties involved. The law WQS skirted with Title 5. Will
also meet with DEP on October 18th. Atty. Hannon is researching the course of
events.
d. 180 Otis St.: The septic system was installed on the Town's road. It turns out
that the road encroaches on private property on the other side. The owner of 180
Otis has two choices, (1) move the system or (2) petition the Town to move the
property Jines of the street. The system is in the best place environmentally.
e. Animal Inspector: The Animal Control Officer will take the duties of the Animal
Inspector.
f. CVNA Computer Response: Only Mansfield and Foxborough are willing to donate
for a computer for RN Chris Delano. Seekonk has no money, Plainville believes that
they should not donate if CVNA uses the computer for other things, and Easton
does not beJieve that they should donate to an agency that they are contracted
with. Agent was disappointed beCQuse the computer will create a faster response
