included in the septic regulation. Therefore, a hearing must be held to revise the
regulation before any action is taken.

b. Regulation for Toilet Facilities: Agent recommends that this reg must be
addressed and approved in a fair and equitable manner and that a public hearing
must be held. Many comments were made pro and con. The chapter on building
sites was most controversial because of the difficulty determining how many
port-a-johns would be required and who would supply them, since there are

several builders in one subdivision. After much discussion, it was decided to
eliminate that section and to concentrate on big public events.
Proposed reg must contain a schedule for emptying. Question is how to enforce
the regulation and how many units required for an event; e.g. based on capacity,
expected number of patrons, or an average. Discussion about restricting to
events that Serve food and beverages. Comments about the block chart, that
the Agent received from a septage hauler, concluded that the last two columns
should be eliminated and shift the first two columns to the right. Also, to
eliminate 50-100 category of people.
It became obvious that the reg needs a lot of thought, more research and more
input from the public.
MonON: To table till next meeting.
