Mr. Ahern reviewed the following for Public Safety for March: Phase II Site drainage is 60%
complete. We have encountered unsuitable materials in several locations that have been

through the contractor submitting daily elevations of materials removed and tracking through
onsite inspector. Slab and foundations for Alternate 3 Storage Building are complete. Public
Safety Building foundation is underway with a large portion of Building A complete on exterior.
Backfilling of foundation is ongoing. Mr. Ahern went over a plan highlighting the limits of work
performed to date on foundations. Mr. Ahern went over schedule highlights for April 2018
Mr. Ahern went over and explained reasons for the following potential costs: Conflict with
Guigh over screening material, utility costs for water and electric department direct incurred
costs (it was noted this was never part of the project budget and the prior administration
agreed to have these costs absorbed within the water and electric departments prior to
developing a project budget), Unsuitable materials encountered, CCD 023 for sewer works,
Change Order #10 (motorized gate, cable hardware, etc.), possible intersection improvements.

7. Updated Punch List Progress on DPW
Mr. Ahern mentioned there were some punch list items taken care of and that he'd update the
committee about. This item was not covered in particular detail, but as to the full status of
some of the rooms, the full information is covered in KBA's Punch List in the packet. Some
rooms not completed or that are open include the fluid storage room, vehicle maintenance and
the vestibule among others. Most updated punch list was made part of the meeting packet for
review and record as to progress.
8. Public Safety Walkway Modifications - Update from KBA and OPM on Lighting Fixtures
As requested at a previous meeting Mr. Ahern submitted a request to the light
commissions/board of selectmen about paying for the purchase of 6 lighting pole fixtures for
the main entrance way at public safety and the board wanted some additional info, so Mr.
Ahern said he'll supply that info. The letter in the packet talked about supplying light poles and
foundations for an improved public entrance at the new public safety facility. The poles would
be utilized along the public walkway off the main visitor parking lot. The letter concluded with
supplying the quantity and consideration for supplying them. Mr. Ahern went into discussion
about the foundations and light fixtures. Mr. Annino still felt they needed good walkway
lighting for safety. The committee went over concerns about lighting vis -A -vis property and light
spill over to abutting properties, KBA responded they will have GGD review photometrics of
lighting design for project and confirm compliance. Additionally lighting in original design being
wall packs will be looked at to eliminate these fixtures and get a credit for them. Mr. Ahern
asked if we should buy foundations from project budget and issue a PR, and put them in to
avoid digging again, to which the committee replied affirmatively.
Motion: Purchase foundations for light poles and to get complete cost for wiring
(Annino/Paquin). Vote is 6 - 0.
9. PR Request Update from KBA for Fire Department Requested Chemical Epoxy Flooring
System
Mr. McKeon emphasized getting a floor that meets criteria for slip resistance and durability. Mr.
McKeon thought it would be a good investment for the town and will lower the risk for accident
in apparatus bay. Mr. Paquin asked about safety issues and Mr. McKeon mentioned
affordability/budget items related to safety. Mr. McKeon mentioned the Dur -a -Flex system and
estimated longevity of flooring to be 15 years. Mr. Joynt and Mr. Annino discussed shrinkage
cracking, quality of the slab, installers, number of cracks, among other items. Mr. Joynt
mentioned past issues with epoxy flooring at KBA (coatings, applications). Mr. McKeon said
there may be risks of slippage and Mr. Boldrighini discussed past incidents of slippage along
with medical costs. The committee discussed the coefficient of friction and problems with wet
floors. The discussion mostly centered on safety in light of certain weather conditions (i.e.
snow). The pros and cons of the flooring system can be found in Mr. McKeon's sheet in the
packet.
Mr. Epstein who participated over phone (around 8:20 pm) asked about a third product and Mr.
McKeon said it doesn't have same durability. The committee discussed the pricing differences

between the flooring options. Mr. Ahern mentioned vigorous inspections for flooring. The
committee decided to go with the Dur -a -Flex system rather than the Sherwin-Williams or
Tnemec options.
Motion: To approve the installation of the Dur -a -Flex system for $76,598 (Doherty/Annino;
Paquin opposed). Vote is 6 -1.

This item was not discussed in detail.
11. Request from Police Department to Install Crash Bollards in Areas near Meeting Room
and Public Entrance for Discussion
The police weren't in attendance to discuss this item and Mr. Kerr had no knowledge of it. The
committee went over the aesthetical appeal of the bollards, the design of them, implications of
crashes, among other items related to them. This item was not discussed in great detail and is
continued until next meeting when Mr. Sellon can do a presentation on the request.

monies to do memorial hall phases 2 & 3 (shingling, windows, doors) at $360,000.
13. Plymouth Street Fire Update
Mr. Ahern mentioned meeting with CIP, and that CIP will likely recommend funding additional
monies to do upgrades to the Plymouth Street Station. Mr. Ahern mentioned there were some
monies previously approved for HVAC updates. Mr. Ahern mentioned estimates to do roofing
and siding. Mr. Ahern mentioned that HVAC is idling at moment until we see if additional
monies would be approved so it could all be done as 1 project saving monies on mobilization
and different contractors. Mr. Ahern went over the air conditioning concerns with Mr. Paquin
and Mr. Annino. The committee discussed rebates and various type fixtures that may be eligible
from the gas company.
14. Update on RECC Regional Dispatch Location and the Effects on the Public Safety Building
Mr. Dumas said they found old building and tower (AT&T) from which Foxboro's radio
communication exist. Mr. Dumas said they wanted to do necessary evaluations about building
to find its suitability, and reports say it's in good condition, with an estimated dollar value
(including improvements). Mr. Dumas said they'll need temporary location that will pull in
(police, fire) departments in phases and over a period of time. Mr. Boldrighini said they have
the necessary infrastructure and Mr. Paquin asked about construction oversight (if the project
stays in Foxboro the MBC will not be involved and will be a state project) and cash outlays (yes,
for operations only). The committee went over the positive aspects of the building, such as
sight, no need for crash barriers, and ability to withstand a nuclear blast.
