Communications a. HealthCare Options - March 2002 Report of Services b. NMS - Tobacco Control Report March 2002 Monthly Activities Report c. DPH to Scott Leite - Performance Review of The Tobacco Control Program Karen Doucette, Assistant Health Agent for Tobacco Control, met or exceeded contract requirements in all areas. Health Agent noted a poor rating on one portion of the review monitoring youth access in the Town of Norton. Health Agent expressed his unfairness in this area due to the fact that Norton's political situation during the dates of this review did not allow Karen to effectively monitor youth access. All BOH Members commented that Karen is very effective and is doing a great job. d. Alan DeCastro, Superintendent Bristol County Mosquito Control Project, re: Notification of mosquito adulticide applications. Program will begin May 20, and continue until September 1, unless mosquito-borne diseases occur. r e. DPH to Arthur O'Neill, Mansfield Chief of Police - re, inspection of Maintenance and Construction of Lockup facilities. One violation revealed. If :1'1. f. Daniel Donovan, Chairman, Board of Selectmen to all Board Members: re: Chairmen's Meeting. Monday, June 17, at 7:30pm. 3rd floor meeting room, Town Hall r g. Massachusetts Association of Health Boards to Board of Health - re: membership Members see no reason to renew membership at this time. h. Katherine & Timothy Farrell to Board of Health - re: unregistered cars in their neighborhood Not in the jurisdiction of the Board of Health. 4. Visitors 7:15pm -: Mark Cook, Highway Operations Manager, Mansfield Department of Public Works Joseph Beckett, Grounds Maintenance Leadman, Mansfield Department of Public Works RE: Five Year Street Vegetation Management Plan (2002-2006) Copies of the Plan were provided to all Board Members. Members questioned Mr. Cook and Mr. Beckett regarding safety of the product Roundup being used, hours of operation, whether MSDS sheets will be on site, and if only licensed personnel will be applying herbicide. All answers were acceptable to members. MOTION: To approve Five Year Street Vegetation Management Plan MartinlWest 4-0 PASSED 5. Health Agent's Report r a. A G.A Contractors - Aldo Ruscito Health Agent stated AJdo Ruscito is aware of the areas of Title V requirements he needs to spend more time on and assures Scott in writing that he is working on those areas. Health Agent recommends extending their Disposal Works Installers License under close supervision. Ray Martin and Ron Greene suggest they are monitored closely. MOTION: To re-instate Disposal Works Installers License to AG.A Contractors, Aldo Ruscito MartinlWest 4-0 PASSED b. Household Hazardous Waste Collection - Held Saturday, April 6th. Very well attended. c. West Nile Virus activities State is not providing a courier this year. Residents will be given the 800 number to call the State Lab to report dead birds. The State will then instruct callers whether or not they would like to see the birds and where they can bring them. d. Mercury Collection Agent suggested residents may drop off any Mercury thermometer products at the Board of Health office to be stored until the next Household Hazardous Waste Collection. Ray Martin questioned r where the Mercury will be stored. Agent stated it will be stored in the closet. n .,. e. Emergency Septic Repairs Health Agent stated the State law excludes septic system repairs from having to be done by a licensed installer. He suggested that the Town of Mansfield regulation be amended to include a r' clause stating repairs along with upgrades and installs are done by licensed installers. All members agree. A draft amendment will be prepared for the next meeting. 6. New Business The E.P.A. will be holding a general meeting on July 17, at 7:00pm to discuss the Hatheway Patterson Plant remediation.
