Open hearing at 7: 15 PM, requested by petitioner, Mr. Robert Meisterman applicant for the Disposal Works Construction Permit at 97 Balcom Street. 2. Petitioner's request presented by Ralph Maloon, RIM Engineering. Mr. Maloon presented a plan to the Board of HeaRh for 97 Balcom Street which showed a request for a variance from the Board of Health's Requirements for the Subsurface Disposal of Sanitary Sewage and Title 5 requirements for distance setbacks from a wetland to a leaching facility. The request was a forty-five (45) foot variance from the Board of Health's regulation and a twenty (20) foot variance from Title 5 placing the leaching facility thirty (30) feet from the wetland. Also requested was the use of alternative and innovative technology to reduce the separation from the bottom of the leaching facility to groundwater from four (4) to two (2) feet. 3. The Board heard comments from owners Mark Charette and Robert Young asking that the Board grant the request considering the size of the lot. Engineer Ralph Maloon stated that the septic system was the biggest health concern. The Board then heard comments from parties opposed to the variance request. Health Agent Scott Leite spoke against the request stating that there was another location for the septic system that had not been considered and that unless that area was not useable, the board should deny all requests for variances.
