Mr. Stephen Kelly and Mr. Jeff Mann were present. Mr. Kelly stated that the venue was looking to expand their all
alcohol license and serve hard alcohol through the entire venue. He stated that the guests of the venue have been
asking for this change and noted that the Mansfield location was the last venue to not have a full liquor license.
He stated they are looking to serve premium beverages and they are considering pouring machines that would
regulate the amount of each pour. Mr. Kelly stated they have hired an alcohol compliance team to enforce the
alcohol policies and each staff person has to be TIPS trained. Mr. Kelly stated that the ABCC continues to be .
present at many of the events and typically the inside the venue has not been the problem. Mr. Kelly also
confirmed that a policy of Delaware North was that no shots were allowed on premises.
Chairman Trowbridge asked Mr. Kelly to clarify what was considered the whole premises. Mr. Kelly answered that
it was the amphitheater and lot 10 only and was not all the parking lots. He explained that there are a few shows
where lot 10 is fenced off and becomes part of the venue and can only be accessed once an attendee enters the
main gate. Mr. DelVecchio asked what the expected revenue would be and how many drinks they would sell. Mr.
Kelly answered it would be the additional points of sales and they would be adding carts amongst the beer and
wine stands that exist. Mr. DelVecchio stated he was trying to understand the magnitude of the expansion. Mr.
Mann answered that they do not look at a per drink basis, but food and beverage was looked at by the spending
per capita. Mr. Mann stated they will be premium premade cocktails. Mr. DelVecchio asked what has been the
behavior of the crowd at other venues that offer these beverages. Mr. Mann answered that the venue will be
working with public safety and within the venue was not a problem and Delaware North is the gold standard of
safety and they are not afraid to shut someone off and remove them from the venue. Mr. Mann statedthat there
has not been an uptick in incidents and they will have a premium price. Mr. Aptowitz stated that he noticed that
the employees ask for everyone's id's and asked if that would carry over to these carts. Mr. Aptowitz asked if the
plans are not to convert all beer stands then will they be building additional stands. Mr. Kelly answered they will
be portable, however fixed in place for the show. Mr. Aptowitz stated if there is going to be more locations then
he would like to know if it is cleared with the Chief. Mr. Aptowitz asked if they will open the venue earlier. Mr.
Mann answered that it is not liquor related, but it is based on the renovations that have been done and create
more spaces for people to hang out and have less crowding. Mr. Aptowitz stated that the kegs are stored on the
other side of the compound and he would prefer that staff are not going through the compound. Mr. Mann
answered that when the compound was expanded it took over more space and there is no other way to get to the
cooler to switch out the kegs. Mr. Schoonveld asked if they will be set up in between each beer cart, so they will
be readily available. Mr. Schoonveld asked if there will be a more sensitive level of where someone will be shut

off. Mrd Kelly confirmed there would be and hence why they have the new alcohol compliance team to circulate
the venue spot checking individuals. Mr. Rhein asked what the difference was between a premium drink and a
well drink. Mr. Kelly stated that it is the brand. Mr. Rhein asked if you would be able to order vodka with soda or
ctual bar and the rest will be
would it all be premade drinks. Mr. Kelly answered there may be one ape
premix
drink mixed machine. Mr. Mann added that they are following what Gillette Stadium was doing with premix vodka
lemonade machines and frozen margarita type machines. Mr. Rhein stated that the audience they are targeting
was older and wealthier. Mr. Mann answered anyone over 21 who can afford it. Mr. Schoonveld asked if there
are shows where they wouldn't serve the premium alcohol. Mr. Mann stated that initially they would not, but if a
he capability to shut down locations. Mr. Aptowitz echoed what Mr. Mann stated
show isn't going well they have t
itz asked that since there are no shots being served, if a police
and has witnessed that happening. Mr. Aptow
can be immediately shut down. Mr. Mann stated he would
officer witnesses a shot being served then the sales
like that brought to his attention because that employee should not be working there.
Chief Sellon came forward and stated that he met with Mr. Mann on this topic and was cautiously optimistic.
Chief Sellon stated that he gets lots of complaints from patrons about the staff shutting them off, and noted that
they are stringent when it comes to alcohol serving. Chief Sellon stated that problem time in the compound is
typically seven to nine when there is an influx from the parking lots and stated he was more concerned with
drinking in the parking lots. Chief Sellon added that his first season in 2013 there were 1,600 custodies and last
year it was down to 800 and he is hoping to continue that downward trend. Chief Boldrighini stated that the staff
at Live Nation do outstanding work and the festivals in lot 10 are traditionally not a drinking crowd. He shared
Chief Sellon's thoughts on this and was cautiously optimistic.

4. Discussion with the South End Citizens Association (SECA) about SRPEDD Route 495/140 Corridor Study
Mr. Michael Gambale of 682 South Main Street came forward as the Chairman of SECA and stated he has been
involved with the group since 1998. He stated that his home has been slated to be taken if the northbound off
ramp were built from Route 495 onto South Main Street. He stated when the group met with SRPEDD in their
study they noted only one person objected, but that was because he was the only one who spoke at the meeting.
Mr. Gambale stated many reasons why this ramp was not wanted and stated that it did not make sense for the
area as well as many safety and traffic concerns for South Main Street if the ramp were built. He stated his home
has been in the family since 1890 and he is the fifth generation to live in the home and does not deserve to be
evicted when other viable options exist. Mr. Gambale stated that several Boards of Selectmen dating back to the
1990's have unanimously supported the SECA group and oppose the ramp being built and he asked the Board
tonight to vote to prevent the construction of this ramp. He stated the group was being proactive in seeking this
vote. Chairman Trowbridge stated that there is not a ramp being proposed right now. Mr. Gambale stated that he
was looking for the Town's support in pushing back to SRPEDD to look for other alternatives because the study is
saying what is going to be needed if traffic continues to increase.

Ms. Jarie Sheehan of 600 South Main Street came forward and stated that she agreed with Chairman Trowbridge
and did not think it was proposed in the near future, however if it is it would be nice for the Selectmen to try
preserve the neighborhood and the conservation land that has already been cut into.
Mr. Peter Brown of 545 South Main Street came forward and stated that in that study there are several places
that SRPEDD recommend a ramp and only one spot where SRPEDD states that it should not be built until the
future development is in place. He stated that it worries him and he has safety concerns that South Main Street
doesn't have sidewalks and students are waiting on the side of the road for buses.
Mr. Rhein thanked Mr. Gambale and stated that he read over the materials and listened to what was said tonight
and agreed. Mr. Rhein stated there is no compelling need for it right now because exit 12 is a quarter of a mile
away and seems to be sufficient. He then stated that he was surprised and this would be priority in the state
because of all the other things going on and they can't fix the unnecessary red light that is on South Main Street.
Mr. Schoonveld stated it was a great presentation and agreed that there are lots of alternatives. He liked the U-
turn on Route 140 and had mentioned that as an option when there was Xfinity traffic on Willow Street last year.
He noted the absence of the alternatives was something the Board might want to ask SRPEDD about and stated
that SRPEDD didn't do their due diligence and only offered one solution and the Bard should ask for an addendum
to the study. Mr. Schoonveld agreed the clover leaf further north was a great idea and believed the Board should
seek these alternatives be added to the report. Mr. Aptowitz asked when they built the new route 140, it was the
alternative to this issue and then asked if this proposed plan would include a light to go both right and left onto
South Main Street. Mr. Gambale answered that it was to go both ways. Mr. Aptowitz believed that would cause
lots of traffic to back up onto Route 495. Mr. Aptowitz asked if there was only one opposed noted in the study and
Mr. Gambale answered there were people behind him they just chose not to speak. Mr. Aptowitz asked how
many cars would use South Main Street according to the study. Mr. Gambale answered seven thousand. Mr.
DelVecchio stated that he was not a traffic engineer, but if the Board pushes for more business development then
there was going to be a need, and what the Board does could affect traffic patterns, but noted the development
focus has been on the Cabot Industrial Park, not downtown. Mr. DelVecchio then asked what the purpose of this
study was and where does it stand in the line of doing something. Chairman Trowbridge answered that SRPEDD
was doing the study from Mansfield, Foxboro and Norton to look at the corridor of Route 140 and the traffic
patterns. Mr. DelVecchio agreed with Mr. Schoonveld and stated that the Board should take a vote when it would
be an effective vote.
Board would be to check with Mr. Lee formatio and the Town

Engineer. He added that this will be added as a future agenda item onion. Mr. Gambale
lastly stated that he wanted to be ahead of the eight ball.
5. Consideration and Vote to Approve Revised 2018 Town Meeting Warrant
Chairman Trowbridge stated that Mr. Stanbrook has made changes to the warrant, but there still could be
wording changes up through the night of Town Meeting. Mr. Schoonveld asked if the order was now established
by this vote and only the text can be changed, articles can no longer be added. Mr. Stanbrook confirmed it was
and that Town Counsel has made changes to articles 11 and 12 based on changes to the bylaw. Mr. Schoonveld
stated there was a lot of overlap and stated it will be up to the moderator to deal with that. Mr. Stanbrook stated
that Town Counsel has recommended that every article be voted just in case the Attorney General changes
anything after Town Meeting. Mr. Schoonveld noted the Town of Milford had to hold another ballot box vote or
Town Meeting for an issue like that. Mr. Rhein asked what the deadline was and Mr. Stanbrook stated that the
Board needs to sign what gets posted to the public tonight. He added that at Town Meeting someone could
amend a motion on the floor, but they can not make a new article.

not talking to Mr. Dumas about this prior to the meeting. Ms. Champagne answered that she spoke with Mr.
Burke about this and he was in favor of how the project was proposed, and noted another application will be on
the next meeting's agenda. Mr. DelVecchio stated that this has gone through Planning and either a payment is
made in lieu of affordable units or affordable units are offered. Mr. Aptowitz stated that he was not comfortable
making a decision. Chairman Trowbridge stated he did not need the developer to come in, but would like to know
how other departments feel about it. Mr. DelVecchio stated he was unsure if this was holding the project up or
not, but when he drove the location it did not look like the project was starting.
Motion: To continue this agenda item to the next meeting. (DelVecchio/Schoonveld) Passes 5:0
7. Discussion of Articles by Selectmen for Town Meeting and Potential Vote
There were no changes or discussion needed.
8. Discussion of Recreational Marijuana Sales and Updates
Chairman Trowbridge noted there are currently three place holders at Town Meeting because the bylaws were
not in place at the time, but have since been published. Mr. Schoonveld stated the Board could discuss the
articles, but it may require more time, and asked if the Board would be taking a position on the citizen's petition
banning recreational marijuana. Mr. Aptowitz stated that Board typically does not take a position on citizen's
petitions. Mr. DelVecchio agreed that time was needed for a discussion.
Mr. Aptowitz asked for a budget presentation and discussion. Mr. DelVecchio noted that on April 12, 2018 there is
a joint meeting with the Finance and School Committees. Chairman Trowbridge stated he will discuss with Mr.
Dumas when that can be on the Boards agenda, but noted it would probably happen on April 25, 2018. Chairman

Mr. Schoonveld stated that he asked for these to be pulled because this area of Town has been a burden to the
Board for the past year and there are many safety concerns with the streets of Howe, Draper and Highland which
are in the area of the train station. He stated the residents in that area have lots of safety and traffic concerns and
he wanted to have a discussion to see if there is any way to alleviate any of those safety concerns. Mr. Aptowitz
stated his concern was that this year's license still includes the additional temporary spaces and asked if the
licenses are approved and then the MBTA finishes construction this year. He felt that the additional temporary
spaces should be removed from the license. Chairman Trowbridge stated he did not understand Mr. Schoonveld.
Mr. Schoonveld stated that this was the Boards opportunity to have a conversation with the property owners and
that there were too many cars on the small side streets. He asked if the Town Manager could have a discussion
and see if there is anything that can be done to alleviate traffic in that area. Chairman Trowbridge asked when
there license expires. Ms. Champagne answered April 30, 2018. Mr. Aptowitz asked what the fee is and if the fee
was per parking space. Ms. Champagne answered it was a flat $200 renewal fee and they paid per space when an
owner first applies for this type of license. Chairman Trowbridge did not believe there was anything that could be
done and stated there is only one area to enter and one area to exit, and there is no way to create new exits or
entrances. Mr. Rhein stated he was taken by surprise the first time he went to the train station and saw the gate
on Allen Street and stated the simple solution would be to move the gate and did not understand the benefit the
property owners got by doing this. He stated it was an inconsiderate move by the owner. Chairman Trowbridge
agreed and did not think anyone would disagree with him on that. Mr. Rhein stated that he agreed with Mr.
Schoonveld if the Board has a little leverage then there should be a discussion. Mr. DelVecchio asked if all the
routing was complete. Ms. Champagne answered that she was still waiting on Public Safety, DPW and Planning.
Chairman Trowbridge stated that the Board could not hold one owner responsible for the other. Mr. Schoonveld
stated it was a broad issue.
