Ms. Frenette seconded the motion. Motion passed 3-0-0. 7:05 pm visitors: Marilyn Edge, Director Western Bristol County & Foxborough Tobacco & Alcohol Prevention Collaborative and Dinesh Patel, owner of Town News at 165 North Main Street. Update on June tobacco violation: Ms. Edge explained this is a follow up of a June tobacco violation. She noted compliance checks were done in all of Mr. Patel's stores, Town News, 165 North Main Street, Four Corners Citgo, 4 South Main Street and Family Food Mart Divy Akhand Jyoit Corp, 660 East Street, in October, November and December and no sales were made. Ms. Edge said in October she met with Mr. Patel at Town News and a store inspection with a pricing survey was done. She said she has no additional issues with Mr. Patel's stores. Mr. Patel said new software and registers with a scanning feature have been installed and a license is scanned for every tobacco product sale. Joseph Burroughs — food storage: Mr. Burroughs was unable to attend tonight's meeting; will reschedule for March. 4. Correspondence: Public Health Nursing Reports: April, May, June, July, August, September, October, November and December 2017 5. Agent's Report: • Revised Body Art Regulations: Ms. Donovan -Palmer said the Board needs to decide the specific requirements as to training and education people would need to perform body piercing. She said the Mansfield regulations 4 require the applicant to provide documentation, acceptable to the Board, that she/he has completed a course on anatomy, completed an examination on anatomy, or possesses an equivalent combination of training and experience deemed acceptable to the Board; she noted a lot of communities for a body art practitioner license to perform body piercing, require the applicant to complete a course in Anatomy I and II with instructions on the systems of the skin with a grade of C or better at a college accredited by the New England Association of Schools and Colleges or a comparable accredited entity, as well as a course in physiology. Because Mr. Healey was unable to attend tonight's meeting, the regulations and requirements for body piercing will be placed on the March agenda. Ms. Donovan -Palmer asked if the Board was comfortable with not allowing cosmetic tattooing/micro pigmentation/microblading in Mansfield. She said she spoke with Ruth !ones, the Public Health Nurse in Quincy, who said these procedures are not allowed in Quincy, for many reasons, including training and infections. Ms. Donovan -Palmer said Taunton considers microblading a surgical procedure and Swansea allows the procedure only under the supervision of a doctor but Easton and Boston allow the procedures. She said last year she received 4-5 calls about these procedures. Mr. McClean suggested being more conservative now, that these procedures are not allowed, but the Board reserves the right to reconsider at a later time. • Housing: Mansfield Meadows inspection: The tenant was eventually evicted. Pratt Street: The outside door has been fixed but the Building and Fire Departments have other issues with the building; a registered engineer has been hired to determine if there are structural issues and Ms. Donovan -Palmer will be kept informed of the progress. 2018 Licensing/Permitting: The 2018 permitting is mostly complete. Ms. Donovan -Palmer said the septic pumper trucks were jointly inspected with Foxboro and Norton in November. Swimming pools: Virginia Graeme Baker Act (VGB Act) was enacted 10 years ago and concerns the drain/grate covers at the bottom of public and semi-public pools. Ms. Donovan -Palmer said the drain covers have an expiration date of ten years; she sent out a letter to all the pool operators in November asking for documentation about the drain covers. She will send another letter to remind the pool operators their pools will not be inspected without documentation the existing drain covers are in compliance with the VGB Act. Outreach/Education Ideas: Ms. Donovan -Palmer explained any restaurant with 25 seats or more is required to have someone on staff with anti -choke training. She has sent information to restaurant owners about anti -choke classes. Ms. Donovan -Palmer said there have been week -end problems with restaurants involving the availability of hot water and issues with bathrooms. She will send a letter to all restaurants about imminent health hazards that require the closing of a restaurant and that she should be notified immediately. • Fats/Oils/Grease Regulations: This agenda item will be discussed at the March meeting. • Xfinity Center Expansions: Ms. Donovan -Palmer spoke with Steve Kelly about adding more kiosks for the Xfinity Center. • 2018-2019 Budget: Bring budget to March meeting. • Use of contractors to assist in inspectional services: Ms. Donovan -Palmer would like to use contractors to assist in food inspections. • Household Hazardous Waste Day: Tentative date April 14, 2018 Requests for Proposals will be sent out. 6. Old Business: 7. New Business: 8. Adjournment: Motion to adjourn at 8:00 pm (Wall/Frenette). Motion passed 3-0. Next meeting will be March 1, 2018 at 7:00 pm in Meeting Room 2 A/B. Nancy Wall, Acting Clerk Dat All matters listed under Consent Agenda are considered to be routine by the Board of Health and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.
