PASSES Park Street/Court Street — Trust Mr. Burke explained Lots B and C are being combined, so lot B will have frontage and area; Lot C2 will be added to Lot D, giving Lot D frontage and area. He recommended the plan warrants endorsement. Mr. Cleary noted the frontage on Lot D will only be 99.14 feet. Mr. Burke said the board's endorsement of the plan does not obligate the building inspector to issue a building permit; the board is only endorsing the fact that the lot has frontage on a public way. He said if the building inspector denies a building permit, the applicant has a numb of options, including applying for avariance. The proposed fee increases are as follows: Form "A" (ANR) Plan FROM: $150 Submission fee PLUS: $150 Per Lot Shown on the Plan TO: $195.00 Submission fee PLUS: $195.00 Per Lot Shown on the Plan Planning Board 3/28/18 Katie Enright, Howard Stein Hudson, explained the preliminary subdivision for 13 lots at 177 Old Elm Street. There is an existing home at 177 Old Elm Street, and under the conventional subdivision plan, the road would come in on one side of the house and exit on the other. The conventional plan shows the entire 34 -acre site being developed. The wetland line has been approved by the Conservation Commission. Ms. Enright said they would prefer the low -impact cluster development, low -impact; the site has 10 acres of wetlands. She said there is a substantial amount of upland, but they would need two wetland crossings. The existing garage would be razed. Ms. Enright explained the proposed loop road and said it could be one way, which would result in less pavement width for the whole length. She said the roadway would have a 14' pavement width with a 1' cape cod berm. She said there would be two turnarounds for a fire truck, which will also work for the tower truck. Ms. Enright said the lots would be 15,000-30,000 square feet. She said the roadway shown on the cluster plan would significantly reduce the amount of impervious surface by almost half, resulting in just under 71,000 square feet of impervious surface. Ms. Enright said cluster lots would accommodate the 75' septic system setback and meet the Conservation Commission's 25' no disturb zone requirement. She said they would try to use vegetated buffers, rain gardens and vegetated wetland areas instead of traditional drainage structures. Ms. Enright said the houses will have around 2,000 square foot footprints and 1,000 square foot septic systems, which is typical for a three-bedroom home. Mr. Cleary asked about roadway fill; Ms. Enright said that will depend on the drainage system. Mr. Burke said the roadway will definitely require fill. Ms. Friedman asked if it would be fill or a bridge; Ms. Enright said they will try to do whatever is most environmentally sensitive. Mr. LeBlanc asked if the proposal has to conform to the conventional requirements before the compound can be approved. Mr. Burke said it does; he said he doesn't think two of the lots shown on the conventional can be buildable lots. He said he wouldn't feel comfortable setting the density based on this plan. Ms. Enright noted this is an 80 -scale plan rather than the typical 40 -scale plan, and they are showing 2,000 square foot lots and 1,000 square foot septic systems within the setbacks. Mr. Burke said this site is very flat and suggested asking the Health Agent to review the plan. He said he is concerned about the amount of fill this site will require. Ms. Enright said the plan has been designed to preliminary plan requirements and asked what she can provide the board with to make the members more comfortable. Mr. Burke said the plan Ms. Enright showed the board tonight should be given to staff for its review. Ms. Enright said the plan presented to the board tonight's plan has been updated with a 14' roadway and 4' shoulder. Mr. Burke said Police and Fire should review the revised plan. Planning Board 3/28/18 Mr. Cleary asked the total length of the loop road; Ms. Enright said it is 2,621 lineal feet. Mr. Cleary asked the maximum allowed length of a dead-end road; Mr. Burke said the Subdivision Regulations allows a maximum of 1,200 feet with no intersection on a through way. Ms. Enright said there are two turnaounds large enough to accommodate the tower truck. Mr. Cleary asked about the turnarounds; Ms. Enright said they would allow a car to turn around in case the street is blocked. Mr. Cleary asked about making the road two-way between the houses; Ms. Enright said the road is 20' wide there. Mr. LeBlanc asked about offsets for the roadways and property lines; Mr. Burke said there would be grading issues for the houses and septic systems. Ms. Enright said they would not build the road right up to the property line, but it may be skewed one way or the other depending on the wetland location. Mr. Burke said it is not unusual to offset the paved surface within the right-of-way. Mr. LeBlanc said he would abstain from the 251 Branch Street public hearing. Mr. Burke said the independent RF engineer has been retained to review that special permit. Motion: To adjourn at 8:45 p.m. (Friedman- ) All in favor.
