Discussion of Selectmen/Town Manager on Goals (This Item was skipped andsaved as thefinal agenda item.) Chairman Trowbridge asked if Mr. Dumas had a chance to look at the previous goals of the Board and if there was anything glaring. Mr. Dumas answered that he had and tried to put together goals and objectives based on the individual meetings he had with each Selectmen. Mr. Dumas also noted that the goals should align with the fiscal year to match with the budget. Mr. Dumas also noted there is a strong foundation and talented department heads. Mr. Dumas stated that the first goal was Budget and Finance and that he was concerned that structurally the budget had issues; specifically estimated receipts are maxed out. He then stated that in developing the budgets they must balance predictable stable revenues. Mr. Dumas also noted that it was important for him to collaborate with the Finance Committee on a regular basis. He stated that the SoftRight accounting system has many deficiencies and needs to be upgraded. He noted that many human hours are needed to manipulate the data to get what is needed. Mr. DelVecchio stated the first section is non -controversial and focuses on getting the right resources to the right areas. Mr. DelVecchio agreed there are revenue issues. He added that there is an economic development initiative that will take three to five years to take root, and asked if there should be a bridge plan that gets the Town from now to then without losing services that are provided. Mr. DelVecchio stated that after the Board works these over to come up with actionable items that prove that they have been done. Mr. Aptowitz commented that the document was well written and agreed with Mr. DelVecchio. Mr. Aptowitz stated that the software decision was Meeting Minutes Board of Selectmen March 14, 2018 Page 1 made to save money and stated that staff training and planning is the most important aspect of making a change. Mr.'Dumas stated that there is no flexibility in the budget and that needs to be created in the budget. Mr. Dumas anticipates running two software accounting systems to make sure the new system is working how it is intended. Mr. Schoonveld stated that he liked the mission statement and agreed with the goals and asked Mr. Dumas how the Selectmen support him and the staff to accomplish these long range strategic plans. Mr. Schoonveld stated that these goals were the Town Managers but asked how the Board could be accountable in helping achieve them. Mr. Dumas answered that in talking with staff it appears that everyone has become good at doing their own job and compared it to rolling a rock up a hill. He stated that staff do not have an understanding of where they fit in the puzzle. Mr. Dumas answered that many staff don't know how to come together as a group and collaborate. Mr. Schoonveld liked the analogy of the rock up a hill and asked if the staff have the confidence that they are rolling up the right hill. Mr. Dumas answered they absolutely do. Mr. Schoonveld asked if they look for direction and policy to be set and Mr. Dumas answered that he thinks a work session would enlighten and put things into perspective, as well as an opportunity for the Board to hear their perspective and understand the challenges. Mr. Schoonveld stated that these goals were what the Board expects of Mr. Dumas and asked what the Boards goals to help him handle this and that the Board's goals should be long range. Mr. Aptowitz commented that if Mr. Dumas comes to the Board, the Board would need to support his decision. Chairman Trowbridge commented that he believed the Board was getting too bogged down and asked if the Board agreed with them or not. Mr. Schoonveld asked if this was the Town Managers goal or the Town's goal. Mr. Aptowitz answered it was Mr. Dumas's goal and Chairman Trowbridge stated it matched up with the Town's goal. Mr. Schoonveld believed that the goals and longer range objectives and planning approaches supporting these goals and encouraged the Board to think higher in the stratosphere. Mr. Rhein suggested using the acronym "SMART" goals, which stands for specific, measurable, agreed upon, realistic and time based. He agreed that all the goals were worthy and some are ongoing tasks and stated the amount of goals in each section could be reduced and other stated more specifically. Mr. Dumas stated that it is difficult to put time tables on items and it can be difficult to get things done and noted that at this point he is looking at the goals from a yearlong prospective. Mr. Dumas stated that employees are using incredible thought and everyone is working together, but also are pressed for time. Chairman Trowbridge commented that the Board is realistic of that. Mr. Dumas moved to section two of the goals which was Public Safety and stated that the move to the new public safety complex as well as the migration to a regional 991 dispatch center. He felt this needed to be a separate area of goals. Mr. Rhein just asked to put some dates around the items. Mr. Schoonveld stated that there were major capital needs at the Plymouth Street facility that will need to be addressed. He asked Mr. Dumas to look at the staffing models at the fire and police departments so that the Board knows where the Town needs to be in future. Mr. Dumas commented on the staffing changes of those departments in fiscal year nineteen with the addition of a fire fighter per year for five years, creation of a Deputy Chief position and a resource officer for the schools. Mr. Schoonveld asked to add one bullet point in this section of goals titled staffing model. Mr. Aptowitz stated that the Board has not discussed the position of a Deputy Chief. Mr. DelVecchio stated that in Town there is "problem orientated policing" and heard about it through a capital planning meeting instead of hearing about it at a Board meeting would like to have a general idea or update of what they are doing periodically. Mr. Dumas continued to Goal III which was Downtown and stated the center of Town is the pride of Mansfield and wanted to highlight the area. He noted there is a need to conduct a needs analysis for the existing police station on West Street and the North Main Street Fire Station once they are vacant. Mr. Dumas then highlighted the Old Colony recreational path and parking improvements, as well as noting he wanted to keep open lines of communication with the businesses of the Downtown area. Mr. DelVecchio noted that the Downtown may be a small percent of the tax base, but it is the face of Mansfield and could be an important tool of economic development. Mr. DelVecchio noted that a needs analysis should be looked at more globally with other parts of the Town like the library, and noted that the police station was originally considered to be sold once the police moved to the new facility, but believes it would be a valuable property for the Town to hold onto, but all possibilities should be considered. Mr. Aptowitz stated the future use of the Fire Station on North Main Street has a lot of interest and asked Mr. Dumas to potentially hold something with the public so they can voice their suggestions. Chairman Meeting Minutes Board of Selectmen March 14, 2018 Page 2 Trowbridge asked if there have been discussions of that building at the Downtown Meetings. Mr. Rhein answered the'consensus was that the Town should know what to do with the property well before public safety moves out. Mr. Schoonveld commented that the Town can't wait for the buildings to be unoccupied to look at all the options. He stated that the Town needs to do an analysis with full due diligence and look at all the opportunities objectively. Mr. Schoonveld noted that the Cultural Counsel should be an item in the section of goals and added the heart and soul of the town is Downtown and needs to be brought back to life. Mr. Rhein agreed with the Cultural District and also wanted to add a plan for the Fales property that remains vacant. Mr. DelVecchio then added the need to make those decisions and what the Downtown will look like in the future. Mr. Dumas continued with the fourth goal of Economic Development and the first is to create an overarching economic vision for the Town and have a comprehensive understanding to create a vision and use the IDC to help facilitate economic development efforts. Mr. Dumas stated that he will be hosting quarterly meetings at the Holiday Inn and will be working with the Tri -Town Chamber to make the whole region strong. He stated that the Town needs to look at the infrastructure to accommodate the new housing growth and the increased traffic. Mr. Dumas stated that he wanted to work with the Airport Commission to encourage future growth. Mr. Rhein asked if the quarterly meetings for the Cabot Park were just for tenants or if the meetings would include the businesses on Francis Avenue and the Downtown. Mr. Dumas stated it was specific to the park which he considers unique, the Downtown Committee has its own unique meetings, but stated that maybe there could be a semi-annual business base meeting to bring them all together. Mr. Rhein noted the airport was a great asset and noted the newly added Med Flight. Mr. Rhein asked about adding an economic development officer, Mr. Dumas answered he was in favor of the position, but could not make it a goal for fiscal year nineteen. Mr. Schoonveld stated that if an economic development person is hired they need to know what they are doing. Mr. Schoonveld asked how Mr. Dumas would coordinate with the Board on an economic development plan. Mr. Dumas answered that he would expect to work together as a group and use the resources that are available throughout Town and do workshop sessions. Mr. Schoonveld asked if he would consider hiring outside consultants and Mr. Dumas thought that was a fantastic idea. Mr. Schoonveld noted that Easton and Stoughton have good economic development plans and that zoning was missing from the goal and encouraged Mr. Dumas to have a dialog with the Zoning Board to have a more comprehensive plan than tweaks. Chairman Trowbridge stated that zoning changes cannot be done without a new Master Plan. Mr. Dumas noted that the Master Plan was part of goal number six. Mr. Aptowitz commented that he favors the idea of expanding the runway at the airport to accommodate larger jets. Mr. DelVecchio agreed with Mr. Schoonveld that outside consultants should be brought in. Mr. DelVecchio then noted that Mansfield Electric is also an asset to the Town, and we do not typically think of the availability of electricity as a marketing point, but it should be. Mr. Dumas added that the rates are so incredibility low that it should be used to the Towns advantage. Mr. Dumas then discussed goal number five, Communication and stated the need to improve communication with residents through all forms of media and the need for a new website. He stated the website would include a resident notification system. Mr. DelVecchio and Mr. Aptowitz had nothing to add for this section. Mr. Schoonveld stated that he should add communication with his employees to this section, as it is a goal and something that he is achieving already. Mr. Rhein asked what the resident notification system is. Mr. Dumas answered that residents can sign up to receive messages for example they can pick storm notifications, emergency alerts, trash schedules, etc. Mr. Dumas then went to goal six Town -Wide Goals and he stated the importance of having two town meetings per year to efficiently conduct business of the Town, one in the spring and one in the fall. He stated this would improve the flow of how things are done, and having only one town meeting makes it difficult on departments. Mr. Dumas then stated there is a lack of promoting and would encourage staff development trainings as well as establishing becoming a Green Community with the Commonwealth of Massachusetts. Mr. Rhein stated he was happy with all these goals especially the Green Community, and noted that the Town of Easton has it and has received over $700,000 in grants for that recognition. Mr. Rhein stated this goal should also include open space. Mr. Schoonveld stated that it starts with having a green Town Meeting and the need to be aggressive with grant opportunities. Mr. Aptowitz had no questions. Mr. DelVecchio stated that the Master Plan update was an important and a way to meet Meeting Minutes Board of Selectmen March 14, 2018 Page 3 with variogs departments and committees. Mr. DelVecchio then stated to keep interest in two town meetings the budget items could be in the spring and zoning in the fall. Chairman Trowbridge noted that there used to be two town meetings and thought there was a good start on goals. 5. Mr. Stanbrook stated that it is not voting whether or not the Board supports each article it is just to confirm what articles are going to be on the warrant, noting that some are duplicates and were placed on the warrant as placeholders. Motion: To remove Article numbers 24 and 25 from the Town Meeting Warrant. (DelVecchio/Aptowitz) Mr. Aptowitz stated that he would like an option for the discretion of the Selectmen for the residency and the mile radius should be removed. Mr. DelVecchio disagreed that there should be less not more. Mr. Aptowitz also commented that this issue was not brought up by the current Town Manager and it has been discussed for years. Chairman Trowbridge agreed and stated that this was discussed during the last Town Manager Search and this was discussed with the Board by the consultants when beginning the most current search. Mr. Schoonveld asked if the letter from the Moderator had been discussed with legal counsel as it was suggest that the Board does not have to enforce the residency requirement. Mr. DelVecchio stated he did not take that letter as a serious legal argument. Motion Amended: To amend Article 24 of the Town Meeting Warrant to include that the residency of the Town Manager is up to the discretion of the Board of Selectmen instead of a mile radius. (Aptowitz/DelVecchio) Passes 5:0 The Board then discussed the articles that were in relation to changing the Charter to be gender neutral. Mr. Rhein asked if by changing this it would require changing thousands of pages of documents. Mr. Dumas commented that Town Counsel would go through and update the Town Charter. Mr. Aptowitz stated that it is electronic and to replace words it would not take that much time. Chairman Trowbridge then noted that the remainder of the articles are citizen petitions and Planning Board articles. Mr. Schoonveld asked if the order could be rearranged to have the ones noteworthy first. Mr. Schoonveld stated that he expects there to be a thousand residents at Town Meeting because of three major issues. Chairman Trowbridge stated that the Town business is completed first. Town Manager's Report Mr. Dumas stated that there were three major storms in one week and an emergency operations center was activated. He noted that an email address was created, stormevent@mansfieldma.com which allowed residents to send in questions and get answers for non -emergency situations. Mr. Rhein then commended the Town as a whole for the storm updates and offered one minor suggestion for the storm updates could be text in Facebook instead of uploading the image to make it easier to read. Mr. Rhein then noted that Mass Bio Incubator on Francis Street was coming to the IDC meeting on Thursday. Lastly, Mr. Rhein asked that a document like the warrant be double sided or electronic to conserve paper. Mr. Schoonveld asked if there could be a "green" Town Meeting and have everything available electronically, and noted that the high school has Wi-Fi. Chairman Trowbridge commented that not everyone has electronic devices, but asked if the number of printed copies could be reduced. Mr. Schoonveld then stated that it may be a good time for the Board to look at the database that the Assessor's office uses. There have been concerns as to how the commercial and industrial properties are assessed and if the Town is looking to grow the commercial and industrial base, and then there needs to be a consistent and fair way to assess those properties. Mr. Schoonveld Meeting Minutes Board of Selectmen March 14, 2018 Page 6 stated that he a conversation at the MMA Conference with the Massachusetts Assessment Association and that a regular audit the Assessors. Chairman asked if the Selectmen or the Board of Assessors would do the audit. Mr. Schoonveld answered that it did not matter if it were the Selectmen, Board of Assessors, Finance Committee or the Town Manager as long as it was completed. Mr. Schoonveld then provided a handout and hoped that everyone can better understand the tax base, how taxes are determined and what drives taxes. He stated he would be posting the handout at various places because many people still misunderstand. Mr. Schoonveld stated that it was not the municipal project that drove the taxes up this year, and stated that the average home has $180 towards the complex. Mr. Schoonveld then asked his question of the week, wouldn't it be beneficial to provide Town Meeting the anticipated average tax rate increase for the coming fiscal year so that citizens have an indication of what may be coming, noting it does not have to be exact but just an estimate or range. Mr. Aptowitz thanked Mr. Dumas for his organization for creating the emergency operations center. He noted that first storm with all the trees down was quite unexpected and unprecedented. Mr. Aptowitz then stated that at the last meeting the Municipal Building Committee was present and Mr. Ahern talked about some of the costs that need to be included in the project and that he wanted to get a handle on the real contingency number, because utilities were not charged to the job. Chairman Trowbridge did not believe amounts could be charged back, especially those that were in a previous year. Mr. Aptowitz disagreed. Motion: That the contingency for the highway project and public safety project be adjusted for all costs that were not originally captured. (Aptowitz/Schoonveld) Mr. Schoonveld questioned the traffic light being considered part of the project and that was not originally intended. Chairman Trowbridge stated that the light and changing the intersection was presented at Town Meeting as being part of the project. Mr. DelVecchio commented that this should be an agenda item and should not be voted. Mr. Aptowitz withdrew his motion. Mr. Dumas commented that he would be able to get a number because it was only certain utilities. Chairman Trowbridge commented that Mr. Howard Fiske passed away who was a long time Mansfield resident and employee of the Fire Department. He then noted that the Town also lost Ms. Althea Sankey who was also a long time Mansfield resident. Mr. Aptowitz also stated that the owner of Alberto's, Tim McCarthy passed away and he was a very charitable to organizations both in Mansfield and Norton. Mr. DelVecchio stated that if a Board member has an item that requires a discussion it should be an agenda item and not part of Selectmen comments.
