2.OPM Report
Mr. Ahern said of the following from December 2017: Plumbing/HVAC/Fire Protection/Fire Alarm
initial sign -offs have been obtained from the authority having jurisdiction; electrical remains.
Appliances and furniture have been delivered and installed in areas where floor treatments have been
applied. Temporary electrical service has been removed from the building. Painting is ongoing and is in
a touch-up phase with the exception of concrete floors. Floor treatments have been completed in the
admin areas and floor concrete hardeners have been applied to the main garage floors but the
mezzanine remains. Progress is being made on data and communications but is delayed by incomplete
electrical work. Doors and hardware are 90% complete awaiting keys and cores (temporary
construction cores in use); card access is not yet complete. The bridge crane has been load tested. Oil
dispensing systems have been installed and are awaiting start-up. The preliminary test & balance has

have been completed by the Highway Department.
MBC Meeting Minutes January 10, 2 0 1 8
MY. Ahern said what is to be expected for this month: Substantial completion of the DPW building.
Commissioning of equipment. Start-up of fire alarm and phone systems. Training is ongoing.
Completed exterior canopies. Vehicle lift start-ups. Starting Phase 2 site work. Moving trailers to lower
lot. Abating asbestos of existing highway garage. Opening the west entrance. Relocating the fish and
game temporary access.
Mr. Barry arrived at 6:25 pm.
3. Architect's Report
Mr. Annino requested for more reports per month and has to be more substantive about what's going
on (i.e. what exterior temp is, workers onsite, what is being worked on specifically while architect is
visiting the site on a weekly basis). Other committee members agreed the monthly reports were not
very informative and needed to have more substance as Mr. Annino has previously suggested.
After lengthy discussion about this subject, the committee decided to have the chairman, Mr. Paquin,
draft a memo to KBA noting the committee's issues with the reports and other related items.
4. Proposed or Upcoming Changes/Change Orders/CCDs
Mr. Ahern mentioned CCD #17, which concerned supplying a VFD for RAF #2. Mr. Ahern mentioned
CCD #18 generator wiring for DPW generator, CCD #19 that was issued for modification to the
mechanic's office exterior wall. Mr. Ahern showed a picture (in Packet) of the maintenance foreman's
office, and the committee discussed the concern of no finishes along the easterly wall. A field decision
was made by OPM Ahern to install framing, drywall and paint to this wall to complete the finish and
match other offices in this area. Deletion of finishes was an architectural omission as none were
indicated on the drawings; this work will be done as an extra to the contract.
Mr. Ahern mentioned another CCD #20 was issued to move some tele -data communications outlets in
the working foreman's office in the administration whereas the furniture layout had been changed and
the work already completed.
Mr. Ahern talked about temperature problems in 2 of the mezzanine areas and that he was looking
into needing a couple destratification fans to help with this issue. The fans are being reviewed by GGD
and KBA.
Mr. Paquin had a question on nitrogen generation system, specifically the purge valve. Mr. Ahern
replied that the sprinkler system was up and activated and that the specific nitrogen generator control
wiring was still being looked at by the consultant. Correspondence has been going back and forth with
the attorney general which was initiated by Cogswell Sprinkler. Mr. Paquin also had a question on the
location of the purge valve and specifically the control panel for such not being in a NEMA enclosure
and being subject to water/ ice and snow under the canopy. Mr. Paquin felt that a better location
would have been inside the large vehicle storage area where the electronics inside the control panel
for the purge valve could be in a somewhat conditioned space and not subject to water and outside
conditions. Mr. Ahern will send email to Architect for review and comment.

S. Project Logs and Budget
Mr. Ahern went over the budget vs. expense report of the municipal complex. Mr. Ahern mentioned
working with the MIS department to buy computers, memory modules, printers, TVs, projector with
number not to exceed $35,000. After $35,000, Mr. Ahern said the rest belongs to public safety.
Motion: Approve funds in amount not to exceed $35,000 for computers and other electronic devices
for function of DPW (Paquin/Annino). Vote is 7-0.
Mr. Ahern mentioned project contingencies, including: the initial amount of change order #8, and
unexpected construction & soft costs. Mr. Ahern also went over open proposal requests. Mr. Ahern
mentioned no funds have been allocated to cover any exposure to cover any unforeseen conditions
such as contaminated soils when the existing highway is demolished. Mr. Ahern did state that
extensive testing had been done previously in design development but wanted the committee to be
aware unforeseen items can be encountered.
6. Monthly Invoices with Application for Payment Approved by KBA and OPM
Mr. Ahern went over the invoices, specifically by companies KBA, BBBC, Comcast, HAKS, and Horizon
Technologies.
Motion: Approve monthly invoices in total amount of $899,660.13 (Annino/Doherty).
Vote is 7-0.
7. Updated Project Schedule / Status Report on Temp C/O
It's anticipated that the Temporary C/O will be issued by the inspection department on January 11,
2018 after a walkthrough by the building inspector. The DPW is anticipating starting to relocate some
of the items starting the week of January 16, 2018. Mr. Ahern made clear that the project is several
months behind schedule and that the DPW will be moving as fast as possible based on the weather and
other work factors. BBBC has been notified that the existing building may not be available on January
22, 2018 as they have in their schedule due to delays by BBBC for asbestos abatement. The DPW will
do the best they can to relocate items and personnel over the next few weeks. Per BBBC latest
schedule, the completion date of the public safety building is projected to be June of 2019.
8. Chairman Discussion on Ribbon Cutting as a Complete Project or Individual
Committee wanted two separate openings (two dedications), projecting the landscaping to be finished
in the spring of 2018. Landscaping should be completed by the ribbon cutting. Tentatively to schedule
a ribbon cutting summer 2018.
9. Public Safety Walkway Modifications
Mr. Ahern said that KBA has not finished reviewing Mr. Annino's proposal as KBA is still looking at
HVAC and lighting portions.
10. Fire Department Request by James Puleo to Install a Chemical Epoxy Flooring System in the
Apparatus Bay Areas.
MBC Meeting Minutes January 10, 2 0 1 8
Mr. Ahern provided estimate of costs by KBA. Mr. Ahern wanted to make clear this was a cost
estimated by KBA and not a professional estimator so it is a ballpark at this point. Mr. Puleo went over
a presentation relating to the epoxy flooring system and the benefits for installing the system, such as
increasing longevity by 20 years and slip resistance. Mr. Puleo reviewed the costs, such as average
dollar amount per square foot for installation, and wanting to seal and top the coat costs. Mr. Puleo
mentioned that the current sealer is not slip -resistance and went over other town's flooring systems.
Mr. Annino felt epoxy won't help concrete quality but Mr. Puleo said epoxy floor product is industry -
standard. Mr. Epstein and Mr. Paquin wanted all -in -costs before making additional changes.
Motion: Get more detailed cost estimate of this product (Paquin/Epstein). Vote is 7-0.
11. Police Department Request by Frank Archer to Install Single Stall Showers in the Executive
Bathrooms M -F Second Floor of Police Admin Areas.
Mr. Ahern wanted to make clear this was a cost estimated by KBA of 10K and not a professional
estimator so it is a ballpark at this point. Chief Sellon said this request was done because there will not
be enough showers downstairs. Mr. Ahern mentioned size of bathrooms was reduced to be
handicapped accessible. The committee discussed cultural aspects (i.e. segregation) of installing these
showers as proposed. Chief Sellon will look into these questions raised by the committee and report
back on them. The committee asked for a couple different options to be reviewed by KBA for the next
meeting before proceeding in any direction. Mr. Ahern will request KBA to look into the options as
discussed by committee.
Motion: To look at options (number of showers for two bathrooms) for installing the showers
(Paquin/Doherty). Vote is 7-0.
12. KBA Recommendations on Canopy Alt Numbers 2 and 4
Mr. Ahern mentioned that KBA wanted to extend length of public safety canopies by a total of 25'-4"
to provide 10' wide parking spaces in lieu of 9' as presently proposed. The committee had several
questions on this proposal and wanted additional information, which Mr. Ahern said he would talk
with KBA about prior to next scheduled meeting. The total estimated cost of this extension is $22,398.
The committee decided to have KBA review decreasing the number of parking spaces and increasing
the width of each space to accommodate their suggestion, results of review will be forthcoming.
13. Other Items for Discussion Related To: Municipal Complex
Not Covered.
14. Discussion of Continued Bi -Monthly Meetings
Mr. Paquin will redraft the meeting schedule letter, changing the location of meetings to 500C East
Street and distribute. Mr. Ahern said we should leave schedule as monthly in place.
15. Old/New Business
Mrs. Doherty reappointed to the committee. It was noted that a yearly reorganization of the
committee is required. After some discussion, Mr. Paquin and Mr. Barry said they would continue in
their current roles if the committee so chose.
