MINUTES OF MEETING
APRIL 3, 1984
PRESENT: Chairman Levine; John McNair, John White, Anthony Fiore, Joseph
Brugliera; Town Manager; Planning Director.
The purpose of the meeting was to vote on the committee's recommendation to
the 1984 Annual Town Meeting for Capital Improvement projects. The Committee
was advised that the estimated revenue available for capital improvements
would be $160,000 from Federal Revenue Sharing and $150,000 from the State
Water Grant reimbursement. The Water Grant would be used for the replacement
of Public Works equipment. The justification for using the Water Grant is
that the projects which the Town is being reimbursed for were originally fund-
ed through tax rate appropriations and were not included in the water rate
structure.
MOTION: To recommend the acquisition of 3 replacement Police
cruisers at a cost of $37,000 from the Federal Revenue
Sharing funds. The 3 replacement cruisers will replace
the 3 oldest cruisers. The proposal for replacement
this year includes replacing 2 line cruisers and 1 line
cruiser with a police van -type vehicle which will be
used for transporting prisoners, special police emer-
gency work, radar.

MOTION: To recommend the appropriation of $10,000 from the Fed-
eral Revenue Sharing funds for the Police Department's
participation in a computer system. The $10,000 would
cover the cost of the Police Department purchasing a
separate stand-alone microcomputer, or it would be a
portion of the Police Department contribution to the
expansion of the Town main frame computer.

MOTION: To recommend the appropriation of $9,500 from Federal
Revenue Sharing funds for overhaul of Engine #3. This
includes the replacement of the tank and the overhaul
of the pump, radiator and engine.
White/Fiore VOTED: 5-0
MOTION: To recommend the appropriation from Federal Revenue
Sharing funds $12,500 for the purchase of a new Fire
Chief's car. The Chief's car is seven years old and
has almost 100,000 miles on it. The existing car would
not be traded in, but would be kept by the department
for inspections and use of the Fire Department person-
nel in performing routine work outside of the station.
The present practice is that the department utilizes
the ambulance for these services. This practice is not
the proper use of Fire Department apparatus.
