Mr. Antonuccio had been designated by Muni- cipal Building Committee Chairman, Steve MacCaffrie, as an alternate from the Municipal Building Committee in the absence of Frank Guardabascio. The Minutes of the prior meeting, of February 3, 1990, were approved with the exception that Marydee Flynn should have been listed as present at that meeting. Environmental and Conservation Planner, Richard Lewis, was present to discuss two capital improvement projects; namely, the development of a trail system in town parks and open spaces, and the acquisition of other vacant land. Com- mittee members questioned Mr. Lewis and the Town Manager on these items. Also discussed briefly was the proposed "Rails to Trails" capital improvement pro- ject for the Old Colony right-of-way. At about eight o'clock Steve Quinn arrived; Mr. Antonuccio left the meeting at that point. Committee members raised the possibility of a capital improvement project which would reclaim Mill Pond. This work as envisioned by committee members would encompass excavation of a large area behind the Mill Pond dam extending the approximate 400 acres to create a water storage area with potential bene- ficial effects for the underlying aquifer. Committee members asked Town staff to further investigate this concept and the matter with water consultants Anderson & Nichols. Committee members next turned their attention to water and sanitary sewer capital improvement projects. Mr. Lewis left the meeting. DPW Director/ Town Engineer, Bob Swanson, and Water/Wastewater Operations Manager, Jerry St. Hilaire, then reviewed the water and sewer projects listed in the Capital Improvement Program and answered questions from committee members. Considerable discussion ensued. concerning water quality issues focusing especially on the wisdom of advancing the funding for water quality treat- ment programs scheduled for the Dustin Well in FY -92. Committee members also discussed at some length the proposed potassium hydroxide system for Cate Springs and the status of the Zone 2 delineation work for the town's wells. In terms of sanitary sewer projects, members and staff discussed at length the proposed Norton reservoir extension project which would install sewers along four side streets off Reservoir Avenue near the Norton line. Members debated various methods of financing this work and other related sewer exten- sion work. Mr. Sarro raised a concern about the need for a small extension CAPITAL IMPROVEMENT COMMITTEE MINUTES OF MEETING FEBRUARY 13, 1990 PAGE 2 to serve four homes on Thompson Avenue. Members next turned to discussion of the recycling proposal for a composting area. Considerable support was expressed by individual members for this pro- ject estimated at about $12,000. Finally, committee members reviewed with staff the schedule of road and drain- age improvements proposed in the Capital Improvement Program. At this point Mr. St. Hilaire left the meeting. Concern was expressed about the need for the recommended $130,000 for intersection improvements at Willow Street, Fruit Street and South Main Street. Mr. Sarro stated his desire to increase the amount of funding for general street resurfacing. Mr. Dwyer cautioned the committee that additional State grant funding for highway work appeared un- likely at this point, meaning that the estimated funding of $205,000 shown in the Capital Improvement Program would likely have to be scaled back to about $150,000. Members also briefly discussed the replacement equipment program described in the Capital Improvement Program, with considerable sentiment being expressed to fund the purchase of additional two or three sanders in the coming fiscal year. Given the problem that evening in obtaining a quorum and the lack of repre- sentation from the Finance Committee and the Municipal Building Committee, committee members moved to authorize the Chairman to send a Memorandum to the Chairman of those committee not in attendance asking that their designated representatives be strongly encouraged to attend future meetings of the Cap- ital Improvement Committee. The motion was so voted. The tentative date for the next meeting was established for Sunday, February 25th at 9:00 A.M. in the Town Hall. The meeting was adjourned at approximately 10:35 P.M.
