1. MEETING CALLED TO ORDER AT 7:00 P.M.
Jerry St. Hillaire - Elevated copper levels may be a long-term health concern for
children. The Town is currently using lime and would like to switch to potassium
hyroxide.
KOH - Cate Springs, which accounts for 37% of all water pumped, should be done
first.
KOH Conversion at Witch Pond second
KOH Conversion - Prescott Wells third
KOH Conversion - Dustin Well last
Manual lime as a filter is not as efficient as an automatic potassium hydroxide
lime.
Ed McQuaid asked the difference between the two in operating cost per
year.
Jerry St. Hillaire responded that the cost of the new chemical is higher, and may
be approximately $24,000 but KOH is a more consistant balance than a manual lime
system. In addition, there will be a capital cost of $80,000. New regulations
require a study of the copper level and mitigation.
Robert Swanson stated the lime study system is labor intensive and Ph level may
vary a great deal with a manual lime system.
The Capital Improvements Committee discussed the causes and effects of copper in
drinking water, new regulations, and other related issues.
Robert Swanson concluded by stating that financing could be through the water
Capital Account.
Robert Swanson - Dechlorination of effluent at wastewater treatment plant is
another capital improvement that should be discussed.
Jerry St. Hillaire explained the process and new federal permit requirements.
The cost of installation of the system is approximately $110,000. Two chemical
options are available. The current permit will expire in April of 1992. This
issue must be resolved by April of 1993.
}, Bob Swanson stated the wastewater treatment plant depreciation trust fund, and
currently approximately three million dollars, cost of project could be funded
out of this account. The downside is Mansfield bears the entire cost; in other
words, Foxboro and Norton benefit but do not contribute.
Gordon Penman asked what the effect on the rate would be. Should the additional
t cost be passed onto the rate payers.
Jerry St. Hillaire responded that the rate would be approximately ninety cents
per 1,000 cubic feet or a four percent increase over the present rate.
Chief Ed Sliney stated that Engine No. 3 needs to be replaced shortly. For the
purposes of said fleet maintenance, he would rather have a replacement car. The
car would be in use for eight or nine years. The airpacks can wait until next
year.
Chief Jesse Earls originally requested five cruisers. Following conversations
with staff, it has been suggested two cruisers would be the absolute minimum.
Chief Earls stated once the mileage on a line cruiser hits sixty thousand, the
maintenance begins.
The Capital Improvements Committee discussed several options for replacing
cruisers.
2. Consensus on Issues
Fire Department - $19,000 for one car
Police Department - 2 cars, cost to be clarified by Chief
