MEETING CALLED TO ORDER AT 7:00 P.M. 2. 7:15 P.M. - DEPARTMENT AND COMMITTEE PRESENTATIONS A. Airport Commission Jeff Siena made a presentation to the Capital Improvements Committee for the Mansfield Airport Commission's capital requests. The airport runway is approximately thirty-four years old. Rule of thumb states Runways should be replaced every twenty to twenty-five years. The proposal is to grind existing pavement and reuse as base. The grant calls for 90% Federal contribution, 5% State contribution, and 5% Town contribution. Airport Improvement Account has $20,000 in it. The Airport Commission is as- king Town to share $15,000 balance. This is the first time the Aiport has asked for the Town's funds. The footprint of the runway remains the same. The project will probably come in under projected cost. If the cost of the project is less than the grant award total, only the actual cost can be spent. There is no ability to spend funds above the actual cost. The 90%, 5%, 5% split remains the same. e.g. Nothing else can be done with the grant funds. Committee Ouestions and Comments Joseph Pasquale asked Jeff Siena if there would be any short-term borrowing. Jeffery Siena answered "No." Discussion The Capital Improvements Committee discussed a separate article on the Town Meeting warrant vs. including the request in the Capital Improvments plan. B. Assessors Walter Main presented the Assessor's request to the Committee. Acom contract of $65,000 has been awarded, last revaluation cost was $56,000. Conservation Commission Marilyn Powers, Vice Chairman of the Conservation Commission, presented the Conservation Commission capital requests. Page 26 of the Plan should be revised downward to $50,000 per year. Last ac- quisition along Hodges Brook in 1990. As tax bills come out, people have con- tacted the Conservation Commission. Committee Questions and Comments Joseph Pasquale suggested that the sale of isolated land coded tax title property and use proceeds of sale to fund conservation land acquisition ac- count. Marilyn Powers responded that the problem with tax title is cost associated with clearing titles and contacting heirs. Joseph Pasquale suggested that if the Conservation Commission does research on tax title properties perhaps those properties should go to Town Meeting for sale. E. School Department Robert Gurek, School Business Manager, presented the School Department's capital requests. The School Department brought forward a handicapped accessible plan and AHERA. ADA passed on January 1, 1992 and will become effective FY95. Between now and FY95, a lawsuit, if successful, could force compliance and a monetary award. We would like to move in concert with the Municipal government. We only have two fiscal years to get ADA implemented. Committee Comments and Ouestions Frank Guardabascio suggested that maybe the Capital Improvements Committee should commission a study to evaluate buildings with an arch. Robert Gurek stated that the schools have already conducted a study which was revised last fall. The cost for the consultant was approximately $2,000. Joe Pasquale stated that the Board of Selectmen would like a package in two weeks or so, a short plan, of what is needed, where, at what cost, and the ap- proximate cost that does not fall within the state mandate system. 3. Discussion Following the presentations, the Capital Improvements Committee discussed the im- pacts of the on Municipal government and schools. At this time, it was requested that the summary sheets be sent the Capital Im- provements Committee prior to the next meeting. 4. DATE OF NEXT MEETING -- Tuesday January 21, 1992 - 7:00 P.M. 5.
