1. MEETING CALLED TO ORDER AT 7:00 P.M.
2. REORGANIZATION
MOTION: Michael McClanahan to be Chairman.
(Pasquale -Flynn) All in Favor. PASSES.
3. DISCUSSION
William F. Williams, Town Manager, stated that the Finance Committee is
attempting to put together a draft revenue budget by December 2, 1991. At
that time, an attempt will be made to project an amount that may be available
for a Capital Improvements plan.
Joseph Pasquale stated that the Town is starting the fiscal year in the hole.
State aid may be reduced by as much as 8 percent. This year's Capital
f` Improvements Plan should reflect critical needs only, such as police cars and
road maintenance, which should be based on pubic safety issues.
Ed McQuaid asked if the the figure for the cost to maintain roads per lane
mile had been updated.
William F. Williams stated that if the Town uses all Chapter 90 funds plus
$50,000 per year, the Town would have enough funding to maintain roads. A
conflict may exist with a sidewalk construction program within two miles of
schools, and routine road maintenance.
Ed McQuaid asked if it is cost effective to construct sidewalks to the schools
along Ware Street and what the best way to ensure public safety would be.
William F. Williams stated that sixty percent of the cost of Ware Street
reconstrucation is sidewalks. If sidewalks are not included and cost comes
down accordingly, a study of cost effective maintenance and construction
should be completed by mid -winter.
Ed McQuaid stated that the Town should keep capital improvements within the
operating budget. "We will get a budget without an override."
