Williams, Town Manager Shaun Burke, Director of Planning and Development Robert Gurek, School Business Manager 1. MEETING CALLED TO ORDER AT 7:00 P.M. Michael McClanahan initiated discussion of the purpose of the plan and suggested discussion of each request and preliminary concensus on requests rather than a formal vote. The Capital Improvements Committee agreed that an informal consensus would be in in keeping with the procedure used last year. Discussion of the Airport's request for $15,000 to be used as a portion of the Town's share of a $701,000 grant application was delayed until all other requests had been reviewed. William F. Williams, Town Manager, explained that this year's fiscal constraints have a tremendous negative impact on the Capital Improvements Plan. The Plan for the current year cannot be funded as was last year's plan because many of the fiscal resources no longer exist, e.g. no excess bond fund, stabilization fund, etc. The result is two ways to look at this year's Capital Improvements Plan, fund only those items absolutely necessary or fund requests through a 2 1/2 over- ride. Ed McQuaid added that a Capital Improvements budget funded soley through an over- ride assumes that the Town's operating budget cannot be reduced. The Committee proceeded to discuss the Summary of Capital Improvements Requests dated November 27, 1991. 2. DISCUSSION OF REQUESTS Board of Health - Floridation Program The Town Manager will be meeting with the Board of Health on January 2, 1992 to discuss the possibility of delaying the implementation of the program. Pos- sibility of funding through an override question or as a separate article. Building Department - Building Inspector's Vehicle A new vehicle for the Building Inspector cannot be funded; hopefully a surplus cruiser will become available. 1 Page -3- Capital Improvements Minutes December 10, 1991 Airport Commission lThe request was discussed by the Committee and consensus was reached to suggest it be made a separate article for the Annual Town Meeting and also shown in the Capital Improvements plan. 3.
