Williams, Town Manager Shaun P. Burke, Director of Planning and Development Dr. Stanley Sohn 1. Meeting called to order at 7:15 P.M. 2. Animal Welfare Committee Dr. Stanley Sohn, representing the Animal Welfare Committee, explained the need for a new animal shelter near the airport. He said the structure needed to be located away from homes and sludge and could be located adjacent to the runway. Mrs. Flynn said the Animal Welfare Committee was requesting $75,000 to put toward the facility, which will cost $150,000. Dr. Sohn said the AWC currently has $17,000 and is willing to raise the balance if the town will contribute as well. Mr. Williams discussed possible regionalization of a new animal shelter. 3. Computer Project Mr. Williams said the computer project, to replace the current NCR system and change the software, was an idea presented by the Finance Committee and provided a copy of Foxboro's project as an example. He said the town's share would be $100,000 with the Light Department carrying the largest share of the cost. Unless Motorola provides a voluntary Request For Proposals, a consultant will be needed to prepare an RFP. Mr. Williams added that as an example, the School and Light Department payroll figures will need to be redone by the Town Accountant because the systems currently in use are not compatible. Mr. McClanahan asked if there would be a reduction in the number of employees needed to handle things like billing. Mr. Williams responded yes, but data entry people would be needed because the departments have no on-line systems I to maintain budgets. He added that the current system may have one or two years left, but would require a major investment and that the Light Department is currently looking into upgrading. The majority of the money spent, he said, will be spent replacing the mainframe at Town Hall. Mr. McCarter asked how old the current system is and was told it is approximately 10 years old. Mr. Williams explained that all Town of Mansfield checks are written by the Town Accountant after approval by the Board of Selectmen, and that this system is very labor intensive. He said the cost of the system will be high, but could be phased in. In any extent, either the system needs to be upgraded or several new employees will have to be added. 4. Americans with Disabilities Act Mr. Burke explained the $25,000 requested for ADA improvements at the Town Hall and Qualters Middle School. This request is similar to what was funded through the CIP last year and would be for modest improvements. Mr. Carpenter stated there is a difference between the letter and spirit of the law. He went on to say that some improvements are clearly more vital than others. Mrs. Royle stated that the ADA consultant's report estimated the cost of town -wide ADA improvements to be approximately $1.5 million. 5. Other Business Mr. Williams said there would be eight warrant articles on the Annual Town Meeting in the spring relating to ADA. The MBC study is scheduled to go before the Board of Selectmen on February 23, 1994 at 7:30 P.M. 6. Adjournment Adjournment at 8:05 P.M. Date of next meeting: Thursday, February 17, 1994 at 7:00 P.M.
