CAPITAL IMPROV kEVTS COMMITTEE
MINUTES
APRIL 21, 1994
PRESENT: Ralph Penney, Dianne Royle, Lawrence Carpenter,
David McCarter, Marydee Flynn, Joseph Pasquale
Andy Gazzolo, Finance Committee Chairman
William F. Williams, Town Manager
Shaun P. Burke, Director of Planning and Development
1. Meeting called to order at 7:10 P.M.
2. Budget Discussion
Mr. Williams explained the revision to the prior budget,
including using the Light Department as a funding source
and his meetings with the Finance Committee. Mr.
Williams stated his strategy will be to go back to Town
Meeting in the fall to propose a full Capital
Improvements budget.
Mr. Gazzolo explained the Finance Committee's philosophy
on the FY 94-95 budget to the committee and the Board o£
Selectmen, and explained the Finance Committee's desire
to keep the operating budget within 2 1/2. Mr. Penney
said the charge given to the Capital Improvements
Committee appeared to have changed since the beginning of
the process.
Mr. Gazzolo responded the $5 million Capital Improvements
budget was not in keeping with the Finance Committee's
philosophy as details of the budget picture developed.
Mr. Penney stated the money would have to be spent, but
the issue had become timing, or whether to present it in
the spring or fall.
Mr. Gazzolo suggested rather than two separate overrides
for the municipal and school budgets at two separate
times, the committee try a strategy that would allow a
single override vote. He also suggested a five-year
plan. Mr. Penney replied the committee had put together
a realistic plan, and the idea of bonding the large
amount came later.
Mr. Penney said issues like the Inflow and Infiltration
study being implemented involve small amounts of money,
but would have significant benefit. He asked if the
Capital Improvements budget would be supported in the
fall and if it would be looked at fairly, then inquired
about the budget's ceiling.
Mr. Williams responded the ceiling would be the town's
debt limit.
Mr. Gazzolo suggested a subcommittee comprised of Capital
Improvements, School Committee and Finance Committee
members be put together to examine a five-year plan.
The committee discussed reimbursement and phasing of
school improvements. Mr. Williams suggested the
committee consider the largest amount of borrowing needed
and consider phased borrowing.
Mr. Penney suggested coming up with a priority list and
stated further the grouping of improvements for an
override is a concern.
The committee discussed the effect of an override on
education. Mr. Carpenter was concerned the Town Hall
project could get lost in an override.
The committee discussed road improvements as a necessary
expenditure.
Mr. Penney said the committee should come to an agreement
on a plan and what the number of questions would be for
the fall Town Meeting.
Mr. Pasquale stated the committee had been working for
years to get away from different proposals for the school
and municipal departments. He suggested proposing one
question in order to avoid conflict. Mr. Pasquale said a
five-year plan had begun years ago, but the committee can
only vote one year at a time.
Mr. Penney said he was concerned about the $77,000 for
the Americans with Disabilities Act improvements. Mr.
Penney suggested whatever amount is agreed to should be
mindful of ongoing building improvement studies.
