Capital Improvements Committee Minutes
March 9, 1995
PRESENT: Andrea Bonda, Tom French, Doug Ronald, Dianne 15 11.'
Royle, Phil Smith
William Williams, Town Manager
Shaun Burke, Director of Planning and Development
1. Meeting called to order at 7:40 P.M.
2. Final Capital Requests
Mr. Williams told the committee he had not received any
new information from Bob Gurek after the last CIP
meeting.
Motion: To appoint Doug Ronald Acting Chairman
(Royle-Bonda) All in favor. PASSES
Mr. Ronald summarized the School Department's capital
requests, the DPW's request for two dump trucks at
$30,000 each, the Conservation Commission's request for
$50,000 ($10,000 of which is needed to complete the field
currently under construction), the request from the
Conservation Commission for open space funding, and a
request from the Fire Department.
Mrs. Bonda suggested funds be set aside for the update of
the Master Plan.
Mr. Smith noted the requests now total approximately
$375,000, but the committee has only $150,000 to spend.
The committee discussed a lease purchase option for the
Fire Department, which would involve a funding commitment
over time. A three-year lease versus a five-year lease
was also discussed. The Capital Improvements Committee
consensus was in support of a three year lease for a
pumper truck at a cost of $58,440 per year for three
years. A discussion of a Fire Department brush truck was
postponed until later in the meeting.
Mr. Williams suggested the $30,000 for one of the one -ton
DPW pickup trucks come out of the current snow removal
budget. Consensus was to support one one -ton pickup
within the Capital Improvements budget and one one -ton
pickup from the snow removal budget. With this, the
committee figured that approximately $88,500 had been
spent.
The committee supported $10,000 to complete the Plymouth
Street field currently under construction. At this
point, the committee figured that $52,000 was left
unspent.
School needs were discussed, with an $80,000 request from
the School Department for two school buses; one small bus
with a wheelchair lift and one full-size bus for special
education needs. The committee discussed alternatives,
if any, to the wheelchair bus, such as a specially
equipped van. The committee reached consensus to support
$25,000 for the first year of a lease purchase of a
wheelchair bus.
The committee resumed discussion of the Fire Department
brush truck request and decided to support same.
Conversation then turned to the Conservation Commission
request for funding for open space acquisition. It was
decided not to provide the requested funding at this
time, given that the Conservation Commission currently
has unexpended and uncommitted funds in excess of
$100,000. Consensus of the committee was to direct an
additional $6,500 to the Plymouth Street recreation
fields improvements.
