Burke, Director of Planning and Development Christopher Marion, Assistant to the Town Manager Dan Clifford, DPW Director Lee Azinheira, Town Engineer 1. Correspondence Minutes of February 1, 1996 Approved unanimously 2. Plymouth Street Discussion postponed until Mr. Tartufo arrives. 3. School Committee Requests Mr. Giordano presented a revised and prioritized School Committee capital request summary. Mr. Giordano suggested the possibility of leasing SPED busses and said the schools were looking for money for the second year lease cost of the first two SPED busses, and for the first year of the second round of leases. The School Committee's priority requests are as follows: 1. Second year of SPED buses 2. First year of additional SPED buses 3. Financial Administration computer 4. High School computer system 5. Second pick-up truck (prices off state bid list) The committee decided to table discussion of the school requests until Bob Gurek arrives. The committee discussed lease policy and whether to keep putting the first year in the Capital Improvements budget and subsequent years in the operating budget, or to change the policy. The committee discussed leasing vs. up front purchase. Motion: To keep the first year of a lease in the Capital Improvements budget (Antoine -Ronald) WITHDRAWN The committee discussed lease vs. lease purchase. Mr. Ronald said the discussion should be about lease purchase vs. straight lease. Following additional discussion, consensus was to keep the first year of the lease in the capital budget and subsequent years in the department's operating budget. Mrs. Flynn asked if the first lease could be renegotiated, and was told it could be, but at an additional cost. Mr. Tartufo arrived and asked to be advised of the status of recreation capital requests. Mr. Robinson responded that the draft plan contains $25,000 for Memorial Park, removes the $25,000 for Plymouth Street, and adds $25,000 for open space. Mr. Tartufo said he did not ask for the full amount last year, and he did not want to see any project zeroed out. He said that would make projects more difficult to complete and he would like to see the adult oriented active recreation center at Plymouth Street (tennis courts) at a cost of $25,000, included in the Capital Improvements budget. Mr. Robinson said he would support that request and had in the past. Mr. Callio said the Board of Selectmen suggested funding requests be returned to the Capital Improvements Committee for annual funding, as the improvements would be for the entire community. He suggested there needed to be some money kept in the budget for Plymouth Street. Dr. Amoruso said he was interested in seeing the project proceed at a slow but steady pace, and also did not want it to be zeroed out. Mr. Antoine asked if new park improvements were included in the scope of the school projects request and was told it was not. Mr. Williams said Dan Clifford would be speaking to the street sweeper issue, and said if the sweeper is not replaced, when it breaks down, sweeping will be done at 50 percent. Mr. Williams said replacement of the sweeper is a top priority for the department, and the town is too big to do with one sweeper. Mr. Clifford said the Elgin sweeper should be replaced, and the Athay sweeper is not capable of being the primary sweeper, as it will not survive double shifts as the primary sweeper. Mr. Azinheira agreed with Mr. Clifford that the sweeper should be a priority. r The committee requested information on borrowing and rates, verification of the amount of the lease, and whether there would there be a trade-in. Mr. Williams said the water capital account has been completely encumbered and should not be considered as a funding source for the SCADA system. Mr. Ronald said the committee has the information it needs about fluoridation and should decide where the fluoridation funding comes from. Mrs. Flynn was concerned about funding sources being directed by the Board of Health and the Finance Committee. The committee discussed fluoridation as a stand alone article, and whether the Finance Committee would accept the $73,000 for fluoridation. Motion: To take fluoridation out of the Capital Improvements budget (McCarter -Antoine) Four in favor. Two opposed. PASSES 2. Adjournment at 8:07 P.M. Date of next meeting: February 29, 1996 at 6:30 P.M.
