Mr. Dolan asked Mr. Boucher to explain how CIP requests will be presented. Mr. Boucher explained that the money for Ash property will be borrowed temporarily until the bond issue is ready, and Witch Pond Well will be a bond issue. Mr. Wilk noted that the well site development will be $875,000. and that the Finance Committee supports $950,000. from free cash. Mr. Antoine stated he is concerned about $875,000. not being enough, if the bid is not locked - in. He suggested that an additional 20% be added to the amount. Mr. Boucher said the costs are estimates and that the actual bid may come in higher. Mr. Wilk stated that he doesn't want to provide too much of a cushion at the onset and, if the cost is more than $875,000, the cost overrun is going to be quantified. A discussion of municipal project bidding followed. Mr. Boucher questioned why, if we can bond the Ash property in part, do we want to use $950,000 of free cash when the $950,000 could be used elsewhere. Mr. Wilk replied that the Finance Committee recommendation is that $950,000 be taken from free cash. Mr. Boucher noted that the Board of Selectmen has not taken a position on the article and won't until the night of town meeting. Mr. Wilk recommended that the Water Department iron and manganese program be put off until the Spring Town Meeting, pending resolution of the system study. He also reported that the Finance Committee supports $25,000 being put in the ambulance replacement account at the Special Town Meeting. Mr. Wilk asked that a memo go out to staff requesting that CIP requests be in by January 9, 1998, for review at the next CIP meeting on January 15, 1998. He also asked that Department Heads be asked to prepare their requests for an additional five years beyond the FY99 requests and that they provide a status report on the projects which were funded last year. Minutes of November 13, 1997 Dr. Torman - Discussed establishing policy. Mr. St. Hilaire - part of request should be an update of previous projects.
