Burke, Director of Planning and Development; John D'Agostino, Town Manager
1. The meeting was called to order at 7:00 p.m.
2. Engineering Department Presentation — John Sullivan and David Field
Mr. Sullivan explained Phase II of the EPA Stormwater Management Plan must be in
place by March 2003 to allow for the permitting of projects greater than one acre, and of
all industrial projects. Mr. Sullivan will apply for a zero -interest loan and has already
been approved for a $1.2 million grant, but a Town Meeting vote is needed this year to
approve the project. Approximately $450,000 of that money is for the GIS base map.
Mr. Sullivan explained Inflow and Infiltration and why it needs to be reduced.
Stormwater and/or grotmdwater enters the sewer system and takes up capacity at the
Wastewater Treatment Plant; it does not need to be treated, but cannot be billed to
anyone. Mansfield has approximately 51 miles of sewer, with only 12 miles inspected
for I&I.
The committee discussed at what point it is no longer cost effective to remove [&I and
less expensive to just treat the inflow. Mr. Sullivan explained it would never become
less expensive to treat the I&I because Mansfield does not have the capacity to expand
the treatment plant.
Mr. Sullivan explained the Lakeview Avenue drainage construction will cost $70,000.
The Mill Pond Dam project was bid four years ago; the bids came in high and the work
was not done. The environmental permits have been extended until 2003, but the work
must be done by the end of that year. Without dredging, the project will cost $155,000;
with dredging, the total cost will be $265,000. Ed Tartufo spoke on behalf of the repair
of the dam, and explained the background of the project.
The Kingman Pond Dam design project will cost $80,000.
3. Fire Department Presentation — Chief Ed Sliney
Chief Sliney explained there is $300,000 available for Ladder 1, with an additional
$350,000 in lease purchase.
The cost of fire alarm boxes for public buildings will be split between the Fire
Department ($27,500) and DPW Public Buildings ($38,000).
Two new vehicles are being requested; Car #2 for $34,500 and a Ford Explorer for
$30,000.
Chief Sliney explained he is eliminating a $10,000 request for a thermal imaging camera.
A skid unit, which is a pump and tank that slides onto the back of a fire truck, will cost
$10,000.
Chief Sliney is requesting $50,000 toward Squad #2, the total cost of which will be
$200,000.
Twenty six Scott Air Packs will be purchased over two years, with $50,000 requested this
year and $50,000 next year.
