Mr. Sullivan presented the committee with an explanation of the School Street Sewer Interceptor phasing. Mr. DeMassi asked whether the Mansfield Crossing and Fairfield developments will be done this year. Mr. Sullivan said possibly, but the town needs to put Phase II out to bid by this time next year. Mr. Gay asked about savings by eliminating the pumping station. Mr. Sullivan said the upgrade of each lift station would cost $300,000 if done within the next two years. Ms. Lavin asked if the $455,000 request is for this year. Mr. Sullivan said it is. Mr. Gay said there would be an annual cost to maintain the system. Ms. Miller asked about the timing of construction. Mr. Gay said the project will save money in the long-term. Mr. Sullivan explained the request for $20,000 for Dam Inspection. He said there are new dam inspection regulations in effect until the fall of 2005. He said four dams were inspected in 2000. Ms. Lavin asked if this would be a one-time or an ongoing expense. Mr. Sullivan explained it would have to be done every 2-5 or 10 years, and the inspections should be in the operating budget. He said $20,000 will cover four inspections. Mr. Sullivan explained the request for $50,000 for Small Bridge Repair, specifically the School Street culvert at Hodges Brook. He said School Street at that area has been — flooded i 9nand 2005. He said the money would be used for a watershed study. lq p Mr. D'Agostino said this is a public safety issue. Mr. DeMassi suggested the spreadsheet be changed to indicate this money is for a study, not for bridge repair. Mr. Sullivan explained the request for $20,000 for a Digital Printer/Scanner. He said this would be for one piece of equipment to replace two pieces, which are ten years old. Mr. Gay said the printing cost for the permitting, construction and finale close out documentation for the water building project was approximately $40,000. Mr. DeMassi asked if computer or equipment upgrades would be needed to support the machine. Mr. Sullivan said they would not be. Mr. Sullivan explained the request for $25,000 for the EPA Stormwater Phase II Permit Compliance. He said this is a five-year plan, with three years complete. The money would be for a sewer camera. The committee discussed whether the cost of the camera could be partially funded by the sewer rates or I&I. Mr. Azinheira explained the $1,500,000 request for the Wastewater Treatment Plant. He said it would be funded through the sewer rates. Mr. Hackett said they are looking at various ways to fund the project and how it can be phased. He said they are also looking at code issues. He said if the sludge composting facility is kept, the cost will go up by $10 million. The cost of composting is approximately equal to paying for disposal; paying for disposal eliminates manpower and equipment. The compost building is seven years old, and may be used for another three years. Mr, DeMassi asked what the building cost when it was built, what it would cost today, and what it would cost to wait several more years. Mr. Azinheira said the cost is in the repair/replacement of dewatering equipment. Mr. Azinheira explained the money is for design and bid, and he wants to go back to town meeting with much better numbers for the cost of plant updates.
