Mr. Costa explained the request for $17,000 for Munis Crystal Reports. Mr. DeMassi
asked what happened to the $14,600 from last year; Mr. D'Agostino said the committee
did not approve that request. Mr. DeMassi said it was approved, but was deemed non-
essential in the first year of the Munis payroll system because that system included basic
reports.
Mr. Costa explained the benefits of the system, including:
Helps report data better and with more variation
Staff believes it will help facilitate conversion of School to Munis payroll system
so it will be the same as the municipal system
Replaces special requests the town used to make with the ADP system, but can no
longer make because it no longer uses ADP
Chief O'Neill explained the $208,000 request to create wireless WAN for data
communication system to police cars and other departments. Benefits of the system
include:
Reduction in cost of leased lines for Wastewater $12,000 per year
Reduction in coast of leased lines for Water of $9,000 per year
No cost to run unless natural disaster breaks it
Chief O'Neill explained the $274,000 request for a radio system. The whole system will
cost $500,000, half of which is covered by a grant and already purchased. The
department currently has two channels, one digital and one analog. The system will
provide compatibility with surrounding towns (except Norton, which is on an 800mHz
system). Chief O'Neill explained hardware for the current system is no longer available.
He said several recent crashes indicate there will be more, and at some point the system
will not be able to recover.
Chief O'Neill explained his request for $21,000 for an unmarked van. He said the
department currently has a 1996 vehicle that will go to the Recreation Department.
Chief O'Neill withdrew his requests for $12,000 for Mobile Data Units and ventilation
system (the ventilation system for the Police Station appears as a DPW Public Buildings
capital request).
Lorilee Fish, Recreation Director, explained the leagues would like more fields,
specifically a turf field. The request for a turf field at Memorial Park is for $1,300,000.
She explained the existing field is controlled by the School Department and is almost
completely booked all the time.
Ms. Fish explained the commission is generating a strategic plan for field development,
including space at Plymouth Street and space the town may take for back taxes.
Ms. Fish explained the $30,000 request for mobile lighting for Hutchason Field. The
commission discussed issues regarding the lights, including:
The neighbors were promised there would be no lights when the field was built
Lights need to be at least 30 feet high to be of use, and six would be needed
If other departments are to use the lights, who would manage their schedule and move
them around? (The lights would be integrated with a trailer hitch and a two -wheel
drive vehicle)
Motion: To send the Board of Selectmen requesting the use of some of the Deutsch
Bank donation for the portable lights (McCarter-Torman)
Motion amended: To send the Board of Selectmen a letter in support of the Recreation
Department's request to use some of the Deutsch Bank donation for the portable lights
