Mr. Gazzolo said when requests exceed available funds, the Finance Committee will not support certain articles. He said he likes to settle those differences before Town Meeting. Mr. D'Agostino said the question is really one of how much the town wants to borrow. Mr. Gay said unspent funds for CIP projects that were authorized under a bond must be reauthorized at Town Meeting, but that unspent cash authorized under CIP remains in the CIP account. Mr. D'Agostino said he would like to see the committee meet to discuss long-term capital expenditures. Ms. Miller suggested the committee consider making a presentation on the various CIP process before the individual articles are presented to Town Meeting. She said without the presentation explaining how the CIP recommendations were arrived at, the voters will not underdstand the number of meetings, discussion and debate that went into the final recommendations. Mr. Gazzolo asked if CIP does not support a School Department article, would the School Committee representatives vote to move forward with the article anyway. Mr. Gazzolo asked if the School Committee had taken a position on this, now that they have voting members on CIP. Ms. Miller responded that the School Committee has not taken a position on this, but she said if CIP does not support an article, the School Committee will not move forward with it.
