1. Roadway Maintenance - $550,000. Mr. Azinheira explained the roadway
maintenance program, which was implemented 5-6 years ago. He said they will use
Chapter 90 funds for Route 106 and capital funds for East Street, Plain Street, Bungay
Road. He explained the majority of this capital request will be spent next spring, and
some will be used in the summer and fall of 2008. The committee discussed fixing and
paving roads and infrastructure under the roads.
Mr. Azinheira explained the total Chapter 90 roadwork is estimated at $1,000,000, with
$540,000 funded through Chapter 90 and $550,000 funded through CIP.
3. Highway Garage Facility - $1,300,000. The committee read a technical memo
prepared for free by Weston & Sampson providing the estimated cost of not garaging
DPW equipment and material. In other words, exposure to the elements hastens wear and
deterioration of equipment and makes materials more difficult to use. The memo
estimated a savings of $10 million over 50 years by garaging the equipment.
4. Tool Truck - $128,000. This request is for a dedicated tool truck, which will save
time and prevent damage to the tools, which are currently stored in a smaller, open truck.
The projected lifetime of this truck is 20 years. The committee discussed actual cost
versus estimated cost. DPW will use the state bid list and contact dealers.
5. Asphalt Hot Box Recycler - $51,000. DPW currently uses a two -ton hotbox and the
request is for a four -ton hot box, which will allow twice the capacity and ability to reheat
and reuse asphalt.
6. 10 -Wheel Dump Truck - $165,000. This truck would replace a 1985 truck.
7. Sidewalk Plow - $130,000. The current sidewalk plow is a 1987 model. The new
plow will also allow for a snow blower attachment.
8. 20 -Ton Tag Trailer - $16,900. The existing trailer is maintenance intensive with
electric brakes.
9. Computerized Salt/Sand Spreader - $13,000. The two spreaders will increase
efficiency of sanding operations.
The committee moved to the Water Treatment Plan Garage to look at DPW equipment.
3, DPW Public Bund, ngs==Requests
1. Police Station Needs Assessment - $15,000. To determine the amount of additional
space needed to efficiently conduct business.
1. Municipal Building Assessment - $60,000. This includes a 30 -year forecast for
building upkeep and maintenance. This study will deal only with the physical condition
of buildings and not additional space/expansion issues.
1. 4x4 Pickup Truck - $22.000. This is a basic truck with no plow, and has been
supported by CIP in the past.
1. Trademaster Van - $30,000. This walk-in van would be used by public buildings
staff to transport tools, equipment and materials. The committee discussed replacing
vehicles and the equipment maintenance records as supporting documentation for vehicle
equipment.
1. Williams Street Water Main - $650,000. Areas with old cast iron water pipes, like
Williams Street, Park Street, Old Elm Street and School Street, are contributing to dirty
water issues because they are continuous sources of rust. The committee asked for
additional information about the length, in feet, of the water main replacement.
2. Design for Albertini Wells Treatment Facility - $450,000. Construction will follow
one to two years after design.
3. Oak Street Water Main Replacement - $600,000. The existing six inch pipe will be
replaced with 1,500 feet of eight -inch ductile iron pipe.
4. Walsh Well #10 Facility Upgrade - $150,000. This shallow well system needs a
better system of removing iron and manganese in order for the well to pump at its
permitted capacity.
5. Two Y2 -Ton, 4x4 Pickup Trucks - $48,000 to replace two similar trucks.
5. Wastewater,Department Requests
1. Low -Pressure Air Pumps $30,000. The two existing pumps are 1985 models that
have been running continuously for 28 years. Pumps are used to aerate wastewater
during the treatment process.
t
2. Wastewater Treatment Plant Phase II Improvements — Amount unknown, but
expected to be between $100-200,000. A firmer number will be available soon.
