PASSES Donna Harrington and Gale Farrugia explained the population of residents age 60 and over has increased dramatically over the last 20 years, and will increase more quickly over the next 10 years. The COA serves 800-900 people a month, plus case management. The committee discussed leasing versus purchasing equipment and noted the $5,050 .- request for a photocopier is not eligible as a capital purchase because it is under $10,000 and has a life expectancy of less than five years. Louis Costa explained his first priority is Tyler Forms, $17,000 to purchase and $1,700 for yearly maintenance. Without Tyler Forms, it would cost the town $6,000 annually to purchase the necessary forms for the MUNIS system. Mr. Costa said his second priority is "Sonic Ring," which is part of the fiber project. He said some of the funding would come from the agreement between the town and FIOS. The Recreation Department presented information regarding the completion of the Plymouth Street "Back 40." The original estimate, $653,831, included lighting and electric piping, but that has been taken out for a new estimate of $556,031. $200,000 would allow the project to begin.
